This employment opportunity is with the Public Health Division (PHD), Center for Prevention and Health Promotion (CP&HP), Women, Infants and Children’s (WIC) program, which is part of the Oregon Health Authority (OHA). There is one full-time, permanent position located in Portland (800 NE Oregon Street). This position is classified and represented by a union. 


This position serves as the WIC program’s knowledge specialist in the area of civil rights, providing technical assistance to state & local agency staff. The person in this position interprets civil rights, and federal and state regulations; and develops state policy for contracted local agencies to assure compliance. This position serves as the WIC and Farm Direct Nutrition Programs’ coordinator for the State WIC Program’s Policy & Procedure Manual which includes over 100 policies addressing all USDA mandated functional areas of local program operations. This position also serves as the WIC and Farm Direct Program Publications Coordinator and web page development coordinator working across all program functional areas to assure program needs are met. This position promotes and supports the development of culturally competent programs, services, and policies for the program.   

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to Public Health;
Any combination of experience or education equivalent to three years technical-level experience related to Public Health.


  • Ability to read and interpret regulatory language, explain to others and apply to a working environment. 
  • Strong problem solving and communication skills. 
  • Ability to develop and manage complex tracking systems. 
  • Project planning skills. 
  • Excellent knowledge and skills in writing and general editing principles and practices. 
  • Knowledge and skill in designing & formatting publications for low literacy audiences. 
  • Knowledge and skill in advanced word processing and other software such as InDesign, Photoshop and Adobe products to support professional level publication design, formatting and graphic development.
