Description:

The Wastewater Treatment Division (WTD) is recruiting for a highly professional individual to fill the manager of our Project Planning and Delivery Section.  This position requires a high performing senior manager who will work in partnership with the director and the management team to lead the division.  The selected person will serve as an integral part of the division management team and will work directly with consultants, contractors, elected officials, and state and local jurisdictions to meet the expectations of our customers.  This position reports to the division director.
 
WTD is a clean water utility that reliably conveys and treats wastewater and is the largest wastewater utility in the Pacific Northwest.  We operate three regional treatment plants and two local plants, four wet weather treatment facilities, 49 pump stations, and over 400 miles of conveyance lines, conveying and treating over 200 million gallons per day during dry periods and flows of over 650 million gallons per day during storm events. We steward over $6 billion in infrastructure assets and have a biannual 2017/18 operating budget of $301.7 million and a six-year capital improvement program for fiscal years 2017 through 2022 of $1.38 billion.

Skills/Eligibility:
  • Demonstrated advanced experience and knowledge in supervisory techniques and principles in a highly technical and political environment
  • Advanced knowledge of capital project and strategic planning techniques and principles and the application of this knowledge to establish the direction and make decisions regarding multiple competing internal and external programs or projects
  • Advanced knowledge of public utility finance, budgeting techniques and principles. Advanced knowledge of project planning and management, construction, project control, and contract administration techniques and principles
  • Knowledge of engineering techniques and principles
  • Knowledge of the legislative process and skill in working with elected officials, regulatory agency representatives and the general public
  • Demonstrated skill in assessing risks and establishing means to mitigate risks. Ability to quickly assess problems during crises and make decisions to protect the public and employees’ health and safety and mitigate property damages and costs
  • Demonstrated skill in assessing and determining the necessary resources to successfully complete work programs with multiple technical disciplines, regulatory agencies and the community. Demonstrated skill in evaluating information to make decisions within and outside of established guidelines with limited documentation
  • Skill in negotiating and identifying solutions that balance the division’s and the County’s interests and those of the negotiating partner(s) within financial capacity and other constraints
  • Excellent oral and communication skills are necessary to communicate technical information to non-technical audiences and convince others to initiate action. Demonstrated skill in conflict resolution techniques and principles. Knowledge of team building techniques and principles and demonstrated skill in working with others in achieving common goals and objectives.
