Sustainability Research Analyst - Sound Transit

Under general direction, performs a variety of professional level duties to support the implementation of the Agency’s sustainability program; conducts a wide range of research including quantitative and qualitative financial and statistical analysis to measure, model, forecast and improve environmental and sustainability performance. Serves as a technical and policy liaison for Agency-wide initiatives pertaining to environmental and sustainability policies and practices; develops and plans staff reports, and recommendations to set and implement sustainability goals and objectives; coordinates the work of consultants and staff across the agency.Skills/Eligibility:
Education and Experience:
Bachelor’s Degree in public policy, planning, energy management, economics, statistics, business administration, social science or closely related field, and three years of experience working in a role that involves quantitative research and analysis; OR an equivalent combination of education and experience. Master’s degree or higher preferred.
Required Licenses or Certifications:
Valid Driver’s License
Required Knowledge of:
- Financial modeling and forecasting.
- Energy modeling and forecasting.
- Familiarity with renewable energy technologies.
- Primary and secondary qualitative research.
- Project management techniques and principles.
- Advanced statistical methods.
- Contract management skills.
- Principles of business letter writing and basic report preparation.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Basic principles and practices of governmental budget preparation and administration.
- Preparing and analyzing complex data and comprehensive reports.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other department staff in a highly matrixed organization.
- Establishing and maintaining effective working relationships with management, vendors, outside agencies, community groups and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Effectively representing the Agency to outside individuals and agencies and preparing and presenting project and/or plan briefings and reports.
- Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
- Developing, writing, and reviewing contracts and agreements.
- Public policy analysis and development.
- Conducting economic, financial, and market research and analysis.
- Effective oral and written communication.
- Applying project management techniques and principles.
- Developing and monitoring program/project operating budgets, costs, and schedules.
Physical Demands/Work Environment
- Work is performed in a standard office environment.
- Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
- The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
