This report summarizes the major accomplishments, events, activities, and changes during the 1999-2000 academic year in the School of Public Health (SPHCM).

I: STRATEGIC PLAN
In the summer of 1999, recognizing the need to chart a direction for the future, the School initiated a comprehensive strategic planning process. The resulting Strategic Plan can be seen on the School's Web site (http://sphcm.washington.edu).
From the outset, the planning process involved faculty, staff and students in the School. The dean also sought additional input from key external sources-meeting with leaders in public health and health care, as well as visiting local health jurisdictions across the state.
The development process for the Strategic Plan confirmed that the School remains committed to its mission "to promote better health, prevent illness and injury, and ensure more efficient and cost-effective health care through education, research and service." Fulfilling that mission requires the School to:
- advance knowledge in the public health sciences;
- develop highly competent researchers in the public health sciences;
- train able and effective public health practitioners; and
- promote health through involvement with communities.
The planning process also identified the strengths of the School: an outstanding faculty whose expertise is responsible for the School's strong educational programs and cutting-edge research, and the School's productive relationships throughout the University as well as with local, state and national institutions.
Weaknesses were also identified during the planning process. A chronic shortage of space limits research opportunities and School cohesiveness, and unstable funding for educational programs compromises the School's ability to respond to professional needs and market demands.
Although there are external threats to the School's continued leadership in research and education, opportunities abound for enhancing the important role it plays throughout the region. The School's new Strategic Plan emphasizes three basic goals: (1) building the science base for health protection and improvement; (2) strengthening educational opportunity through research and service; and (3) developing new alliances to bridge science and practice.
To achieve those goals, the School is developing or expanding key initiatives that take full advantage of the interdisciplinary nature of public health, as well as a range of community and University partnerships designed to promote education, research and practice. II. SELECTED EVENTS
Below is a sampling of some of the major school-wide events that took place during the past year.
December 7, 1999
14th Annual Washington Health Legislative Conference, 'Looking Forward to the Future'
On December 7, 1999, more than 500 activists and leaders of Washington state's health system - public officials, trade and professional organizations, business and labor, consumer advocates, health plans, and hospitals participated in the 14th annual Washington Health Legislative Conference, "Looking Forward to the Future." Hosted by the UW Health Policy Analysis Program, the forum featured a presentation by futurist Glen Hiemstra and sessions designed to stimulate thinking about how the health system should evolve. Registrants also participated in work sessions on topics such as rising drug costs, rural health, and public health.

"A Conversation About the Future" between the School of Public Health and the Biotechnology Industry in the Puget Sound Region
The School of Public Health held a reception on February 7, 2000 in honor of the visit of Dr. Ed Penhoet, Dean of the School of Public Health at the University of California-Berkeley. Prior to becoming Dean in 1998, Dr. Penhoet was President and CEO of Chiron Corporation, one of the largest and most successful biotechnology companies in the world. Approximately 60 scientists and executives attended the reception, co-sponsored by the Washington Biotechnology and Biomedical Association (WBBA), from local biotechnology companies and faculty from the University of Washington School of Public Health. Dr. Penhoet provided his perspectives on the interface between biotechnology and public health sciences, including a description of a new interdisciplinary initiative being developed at UC-Berkeley. Following his remarks, a panel discussion was held. Members of the panel were: Dr. Robert Day, Director Emeritus, Fred Hutchinson Cancer Research Center (Moderator), Dr. Alvin Kwiram, Vice Provost for Research, UW; Dr. Bruce Carter, President and CEO, Zymogenetics, Inc.; Mr. Tom Rankin, President, Axio, Inc.; and Dr. Tom Fleming, Chair, Dept. of Biostatistics, UW.
During the discussion it was noted that we are at a unique time historically to explore building more collaborative relationships between academia and the burgeoning biotechnology industry. In many instances, the knowledge in industry, especially in the area of developing new technologies, is ahead of that available at the UW. Industries are creating a wealth of data of relevance to public health, yet much of this information is not exploited fully. Ideally, mutually beneficial collaborations between academia and industry should be developed to ensure maximal public health and social (including economic) benefits from this tremendous investment.

School Awards Ceremony
The School Awards Ceremony was held on February 16th. The next School awards ceremony will be held concurrently with the graduation celebration in June of 2001 and the same time of year thereafter. We hope that by moving this occasion to June, parents as well as students, faculty and staff, will be able to attend this special event.
May 4, 2000
Second Annual Public Health Practicum Reception
The 2nd annual Master of Public Health Practicum Reception was held on May 4, 2000 at South Campus Center. This reception was an opportunity to thank the site supervisors, the agencies and the faculty advisors who have supported the students during their practicum. The continuing theme of this yearly reception is building bridges between the School of Public Health and public health practice agencies. There were an estimated 125 students, faculty advisors, site supervisors, and agency representatives in attendance.
Dean Patricia Wahl opened the reception and welcomed all guests. Introductions and an overview of the MPH practicum were made by Mark W. Oberle, Associate Dean, Public Health Practice. Two students presented an oral and slide presentations. Vinaya Murthy, was a member of the first graduate class admitted to the Public Health Genetics program. Ms. Murthy's presentation was titled "Why aren't Women Utilizing Prenatal Genetic Services in Washington State? - What Genetic Counselors Think." Vinaya's practicum was a look at the utilization of services for the Genetics Section of the state Department of Health. Her practicum supervisor was Debra Lochner-Doyle, Washington State Department of Health, Public Health Genetics. Kiet Ly, MD, was concurrently completing the Preventive Medicine Residency Program and the MPH program in epidemiology and International Health. Dr. Ly's presentation was titled "Outbreak of Norwalk-Like Viral Gastroenteritis at a Fast-food Restaurant." Dr. Ly's practicum supervisor was Jim Gale, MD, in his role as Kittitas County Health Officer.

SPHCM Graduation 2000 Celebration
The 3rd annual SPHCM Graduation Celebration was held from 5:30-7:30 pm on Saturday, June 10 at the Museum of History and Industry. More than 150 people attended including 45 of our graduating students, their families and friends, and staff and faculty representing all five departments. The speakers for the program were Dr. Patricia Wahl, Dean, Dr. Barbara McKnight, Biostatistics Graduate Program Director, Dr. Dave Kalman, Chair of Environmental Health, Dr. Jim Gale, Acting Chair of Epidemiology, Professor Patricia Kuszler for the Public Health Genetics Program, Dr. Bill Dowling, Chair of Health Services, and Dr. Steven S. Gloyd, Director of the International Health Program.
During the program, graduating students were individually recognized and were each presented with a congratulatory card and a soul catcher pin. The 2000-2001 Year Graduation Celebration will be held on Friday, June 8, 2001 in Hogness Auditorium and for the first time, will be combined with the School's Annual Awards Ceremony.
III. SCHOOL LEADERSHIP
There were four new administrative appointments in the SPHCM during the 1999-2000 year.
Dean's Office
Associate Dean for Public Health Practice Appointed:
Mark W. Oberle, MD, MPH, was appointed to the position of Associate Dean for Public Health Practice effective September 13, 1999. Dr. Oberle was highly qualified to fill this new position through his experience at the CDC and his links with state and local public health agencies. From 1987 to 1992 he served as the CDC liaison Officer to the SPHCM and was the Assistant Dean for Public Health Practice.
Epidemiology
Interim Chair Appointed:
James L. Gale, PhD, was appointed interim chair of the department on 9/1/199 and served through September of 2000.
Chair Appointed:
The Dean appointed Scott Davis, PhD as chair in August of 1999. Professor Davis has been with the SPHCM since 1983 and is currently the Associate Director and a member in the Division of Public Health Sciences at the Fred Hutchinson Cancer Research Center.
Environmental Health
Chair Appointed:
David A. Kalman, PhD, was appointed by the Dean as chair, effective June 1, 2000. He served as the Associate Chair of the Department of Environmental Health from 1996 to 1998 and was the Interim Chair September 1998 to June 1999.

V. NEW ACADEMIC PROGRAMS
During the 1999-2000 year the following new academic program was approved by the Higher Education Coordinating Board of Washington State:
PhD Program in Health Services
The new PhD program in Health Services will train researchers to investigate complex issues in health care. The program includes core courses in health services, biostatistics, epidemiology, economics and policy analysis, courses in an area of emphasis in a discipline or topic of interest to the student, and specific courses in advanced health services research methods. Dissertation research may involve such topics as cost-effective analyses, quality of care studies, evaluation of health care programs or preventive measures, and development and testing of outcome measures.

VII. FACULTY HONORS AND ACTIVITIES
a. Faculty Awards:
The following faculty members received honors at the February 16, 2000 SPHCM Awards Ceremony:
Janice E. Camp, MSPH, CIH, MN, COHN-S (Department of Environmental Health): Faculty Community Service Award
Janice Camp is a Lecturer in the Department and directs its Field Research and Consultation Group, the primary focus of which is to serve the occupational safety and health needs of employers and workers in the state. The Group also helps develop students' field-based research skills. Janice has developed an extensive set of relationships with the occupational health professional community, thus extending the Department's connection to Washington businesses, its access to workplaces for student projects and research programs, and ultimately its ability to contribute to improving the lives and health of Washington workers. Janice also is very active in supporting a number of health-related activities in the state, particularly in the field of indoor air quality. Her Department Chair says, "Janice is both energetic and highly effective in working with community groups and with employers and workers to solve real problems. She is the most positive kind of ambassador from the University - competent, committed, and caring." (Janice earned master's degrees in both Nursing and Industrial Hygiene from the UW in 1984.)
Michael S. Morgan, ScD, (Department of Environmental Health): Faculty Outstanding Teaching Award
Professor Michael (Mike) Morgan was nominated as "an all-around teacher who does everything well." He teaches graduate and undergraduate courses, service courses, and continuing education courses, receiving high marks in all of them. Student ratings of Mike's classroom teaching are consistently in the 8th and 9th deciles and peer evaluations describe him as outstanding. He receives some of the highest ratings overall from participants in the continuing education program. Mike also is described as the ideal mentor. Students appreciate his high standards, mastery of the material, and willingness to work with them. Mike has chaired 48 MS thesis committees. Moreover, he has the distinction of having supervised the first graduate of the PhD program that was approved in 1989. Junior faculty are mentored through co-teaching and guest lectures, as well as his service on departmental mentoring committees. Mike also generates federal support for more than 25 graduate students in several disciplines as Director of the NIOSH-funded Education and Research Center. (Mike did his undergraduate work at Cornell and received his ScD from MIT in 1972.)

GILBERT S. OMENN GRADUATE STUDENT AWARD FOR ACADEMIC EXCELLENCE
Health Services: Kelly Stainback-Tracy
Kelly Stainback-Tracy is a second-year MPH student in the Maternal and Child Health (MCH) program. She has an excellent academic record and a strong interest in applied research dating from her undergraduate studies in physical therapy at the University of North Carolina at Chapel Hill, from which she graduated with honors in 1994, and her work for four years as a physical therapist. As a professional she was a model of evidence-based practice, combining direct patient care with the development and implementation of outcomes measures specific to pediatric care, as well as teaching physical therapy students. Kelly has chosen demanding coursework and last summer completed two practicum projects, both of which combined her interest in children with special health care needs and a specific aspect of public health services. In one project she assessed the service system for children with special needs in Cowlitz County. Her report on that study will be a major factor in improving services in the county for those children. The second project was a study funded by the American Cancer Society to evaluate summer camp programs for children with cancer and their siblings. That work is ongoing. Kelly's research project is a descriptive cross-sectional study of the association between poverty and disability among children with chronic conditions, and she shows considerable initiative in finding the resources she needs. Her thesis chair stated, "The goal of the federally-funded MCH Training Grant is to develop leaders in MCH. Kelly Stainback-Tracy is already recognized as a leader among the faculty and students of the MPH program."
OUTSTANDING TEACHING ASSISTANT AWARD
Biostatistics: Sebastian Haneuse
Sebastian Haneuse, a second-year doctoral student, was called "one of the UW's most competent and caring TAs" by one of the students nominating him. He assisted in the Biostatistics 511, 512, and 513 classes that attract students from many disciplines. His thorough mastery of the material allowed him to explain the concepts in as many ways as it took for everyone in the class to understand. "We'd make him say it in words, draw diagrams, write out formulas, make up examples. He never got frustrated with us or lost his patience, and would always come up with yet another way of saying the same thing." Sebastian is given high marks for his enthusiasm and energy, while also being sensitive to the needs of individuals in his classes. Generous with his time, Sebastian was willing to stay after class, be available outside his office hours, and to help with statistical packages. Sebastian also conducted creative discussion section classes that encouraged student participation. "Sebastian is indispensable to the School of Public Health. He has won the respect of professors, his colleagues, and the students for whom he is a TA."
STUDENT COMMUNITY SERVICE AWARD
Health Services: Ted Eytan, MD and Abigail Halperin, MD
Ted and Abigail were nominated "for their diligent and dedicated work in tobacco issues around campus." They were instrumental in getting the South Campus Center to discontinue sales of tobacco products and in encouraging the University to divest from tobacco companies. They hope to accomplish a complete cessation of tobacco advertising and sales on the UW campus by the time they complete their fellowships in June. In addition to bringing this issue to the attention of the University community, Ted and Abigail are active in research efforts geared to understanding why college students smoke.
Ted Eytan is currently a MS student in Health Services and a second-year Fellow in the Robert Wood Johnson Foundation Clinical Scholars Program. A family practitioner, Ted trained at Group Health Cooperative of Puget Sound after receiving his MD from the University of Arizona and his MPH from the University of California, Berkeley. In addition to his clinical practice, he volunteers as a City of Seattle Commissioner, where he has been active in funding several city-wide health promotion programs.
Abigail Halperin is a MPH student in Community Medicine in her second year of a National Research Service Award Fellowship. She received her MD from Albert Einstein College of Medicine in New York, did her residency training here at Swedish Hospital, and has practiced family medicine for 12 years. A clinical instructor in Family Medicine at the UW, Abigail also serves on the board of Washington DOC, a non-profit, community-based youth advocacy and tobacco prevention organization, and consults for WHO's global Tobacco Free Initiative.
SPHCM OUTSTANDING STUDENT AWARDS:
Biostatistics: Katherine Guthrie
Katherine Guthrie, was a fifth-year PhD candidate in the Department Biostatistics and whose work focused on environmental health and requires integration of wide areas of knowledge in public health fields in addition to rigorous statistical work. Her advisor called one of Katherine¹s projects "unique among biology projects because of its breadth."
She recently was honored by being selected to give one of the few oral presentations at the Ecological Studies Conference in London. The American Journal of Epidemiology has favorably reviewed a paper based on this work, with Katherine as first author. Katherine has planned several key events in the Department, has participated in a mentoring program, and has worked as a Research Assistant throughout her studies, most notably at the Fred Hutchinson Cancer Research Center under Professor Breslow. Her nomination letter says Katherine "is an extraordinarily well-rounded student in academics, in research and publication, and in her service to the department and the university. She holds great promise for contributing to both biostatistical science and public health research and service."
Environmental Health (Undergraduate): Leonard DiToro
Leonard DiToro is a senior majoring in Environmental Health and is considered a very strong student. He is well respected by the faculty and his peers and participates in a range of activities, throughout which "Leonard consistently demonstrates a positive attitude-and is always willing to help his fellow students." In addition to devoting significant time to his studies and to the Environmental Health microbiology lab, he was elected as Treasurer of the UW Chapter of the Student Environmental Health Association, which requires a major time commitment. Leonard also is helping to plan the Environmental Health Practice seminar series and is organizing a trip to the Metro sewage treatment plant at Westpoint. Last summer Leonard worked with the Public Health-Seattle & King County Eastgate office, where he helped with water and wastewater programs as part of his internship. His work was so valued that he was asked to stay on to help complete a number of projects resulting from the reorganization and consolidation of Eastgate's on-site sewage program.
Environmental Health (Graduate): Edward Doran
Edward (Ed) Doran came to the PhD program in 1997 well trained in the natural sciences and having educated himself on the research done by Department faculty in environmental toxicology and exposure assessment. His nominator says Ed "is clearly an original thinker. No other graduate student in my experience has displayed the level of insight and analytic skills that Ed possesses." Focused in the field of pesticide exposure and risk assessment, Ed's research has already produced several manuscripts, and he has presented some of that work at the annual Society of Toxicology meeting. Ed was awarded a prestigious three-year EPA fellowship for his graduate studies based on his skill and promise as a researcher. After helping design a study of pesticide exposure among children he started an original line of research and then developed and conducted pilot studies that he incorporated into a successful RO- I application with Drs. Fenske and Yost. Ed is considered very likely to make significant contributions to the literature from this study and to the field of environmental health through his dissertation and subsequent work.
Epidemiology: Preet Dhillon
Preet Dhillon is a doctoral student who expects to receive her degree this quarter. She has excelled academically, served "with great distinction" as a teaching assistant for five separate courses, and performed very complex dissertation research on the efficacy of PSA screening in reducing mortality from prostate cancer. The benefits of doing this study within a large prepaid health care program led her to the northern California Kaiser-Permanente Plan. Preet obtained grant support for the study's extensive data collection requirements from the Cancer Research Foundation of America and an RO-3 award from the National Cancer Institute. She also received a VA pre-doctoral Health Services Fellowship. The topic of Preet's research and her study design resulted in the Centers for Disease Control (CDC) implementing similar studies in several other large health plans. Preet was invited by the CDC to present the methodologic issues she encountered during her dissertation research to study participants. Her Chair notes that "Preet has become a national figure in this area of research even before completing her P10.5"
Health Services: Christina An
Christina An received her MPH degree in Social and Behavioral Sciences (SBS) at the end of Autumn Quarter, 1999. She came to Health Services after receiving a master's degree from the Department of Medical Ethics. Her intent was to obtain a background in-health services and learn research skills to prepare for doctoral level training. The Program Director says, "Christina excelled inside and outside the classroom." She did excellent work in conceptualizing and planning an evaluation of the home follow-up program for Medicaid newborns, a project that became her thesis - "an exceptional master's thesis that would qualify in many institutions as doctoral-level work." In addition to her academic work, Christina participated in SBS student activities and proposed a change in the curriculum that resulted in the current Autumn SBS course introducing the social and behavioral sciences to SBS and other MPH students. Her practicum was spent with the Commonwealth Fund in New York City, where she continues to work on several health policy projects while looking into area PhD programs.
Pathobiology: Ryan Troyer
Ryan Troyer is a doctoral student who is outstanding academically and whose research project deals with the pathology, epidemiology, and evolution of INHV, a virus that is a virulent pathogen of salmon and trout. INHV is the most economically significant viral pathogen affecting the hatchery and trout fanning industries in the Northwest, and it also provides an excellent model for the epidemiology of a widely distributed RNA virus. Ryan's work is of practical importance to the industries that suffer recurrent outbreaks of INHV as well as advancing basic understanding of the evolution of such RNA viruses under different conditions. He has written his first paper for publication of this research and has developed the second phase, designed to investigate the mechanisms and bases of the different virus evolution patterns observed in the field. Ryan's major professor says he "has shown great enthusiasm for applying his knowledge to research problems. I have no doubt that his combination of motivation and intelligence will make him a very productive member of the research community in the future."

MPH students in the SPHCM are required to complete a minimum of 3 credits (120 hours) in a field-based practicum. The aims of the practicum are to provide students with practical field experience; to provide students an opportunity to apply skills learned in the academic program; and to gain an understanding of the political, economic, social and organizational context within which public health activities occur amongst other objectives. Each track has developed specific objectives for the practicum.
The practicum sites are organizations, agencies, or communities that provide planning or social services relevant to public health. Practicum projects vary widely and are related to the students' interests and career goals, as well as the Department's educational objectives.
Education Objectives:
- to provide students with practical field experience in an organization, agency, or community that provides planning or services relevant to public health
- to help students further develop skills or competencies learned in the academic program by applying them in a public health practice setting
- to provide a means for acquiring practical skills that are useful to public health professions and are not available through academic instruction
- to link academic training to the core functions of public health practice as described in the Washington State Public Health Improvement Plan
- to understand the political, economic, social and organizational context within which public health activities are conducted to gain exposure to an organizational and/or community context for public health activities

a. Awards
The following Staff Service Awards were given out at the February 16, 2000 SPHCM Awards Ceremony:
Biostatistics: Elaine Riot
Elaine Riot's position recently changed from Assistant to the Chair to Administrator of the Department. Her supervisor says, "Elaine consistently has provided the highest quality work in her interactions with Department leadership and outstanding guidance and coordination of staff activities. She has a genuine interest in doing whatever she can that will contribute to the Department's ability to achieve its mission and the individual success of faculty, staff, and students. "Elaine seeks innovative approaches to making efficient use of resources and is considered to have a remarkable breadth of knowledge of department operations. Areas of her expertise include recruiting and training staff, ("no one has had a more positive influence than Elaine in the achievement of staff excellence"), assisting the Chair in a range of administrative responsibilities, and organizing special events. Her writing skills are very strong. Elaine also is valued for her positive spirit, her commitment to her work, and her flexibility.
Environmental Health: Colin White
Collin White is a Research Scientist in the Department's Toxicology Program, was recently promoted from Research Tech III, coordinates one of the Facility Cores in the Center for Ecogenetics and Environmental Health, and also serves as building manager for a large, off campus rental facility. He manages the operations and budgets of the Core and provides highly technical expertise that involves interactions with a wide variety of scientists. As building manager, Collin's responsibilities vary greatly, and one of his more important roles is serving as liaison between the tenants and the landlords and property managers. He is well respected by everyone he works with. Collin is always on call to respond to problems whenever they occur, demonstrating grace under pressure and great dedication. A colleague nominating Collin said that he is "a valuable asset to the Department. He is a wealth of knowledge, deals exceptionally well with people at all levels, and is always ready to perform beyond his job description."
Epidemiology: William O'Brien
As manager and gatekeeper for the vital records and hospital discharge data from the State of Washington, William (Bill) O'Brien fills an important role in making the data available for EPI 514 projects every spring. The data also are used for independent studies, theses, dissertations, and faculty research projects throughout the rest of the year. Thus, for over ten years Bill has played a key supporting role in the education of many of the Department's students and has assisted numerous faculty members in their research projects. According to a colleague, "Bill spends many uncompensated hours talking with students and researchers about programming issues." Bill attends regional conferences related to data access, confidentiality, and quality issues, and reports on the Department's data use to the State Department of Health (DOH). His work has enhanced Epidemiology's relationship with DOH. In forging links with staff at DOH, Bill "has done our Department and School a service well beyond his job description."
Health Services: Robert Shimabukuro
Robert (Bob) Shimabukuro has been with the Department for over s on the Student Technology Committee and is committed to using those funds in ways that benefit students most. He takes a broad view of the Department's needs and uses- his skill, calm approach, and sense of humor to move the work of the School forward. "His ever-increasing skill level and conscientious approach make him a truly valuable University resource."
Pathobiology: Leslie Miller
Leslie Miller serves as the Pathobiology's Department Coordinator, "a title that does not amply reflect the magnitude of the tasks she performs nor the many services she contributes to our Department," according to her supervisor. "Simply stated, she is one of our biggest assets and is irreplaceable." One of Leslie's main functions is in the administration of the graduate program, which she has strengthened through her organizational and interpersonal skills. Her in-depth knowledge has helped ensure that students progress in a timely manner through the program. She also is the administrator of two training grants. In both roles, she is highly regarded by students and faculty for her integrity, commitment, and willingness to help. Leslie is a graduate student herself at Central Washington University and is serving the Department through her thesis project - analyzing staff operations and developing a manual of procedures to maximize efficiency. Leslie is considered a highly motivated, proactive, positive person who excels in all aspects of her job.
Environmental Health: Kris Freeman
Public Information Specialist, Fall 1999, received media fellowship from the Institute for Science and Training Research Inc., to attend a course in Biotechnology for Professionals.
