As a Health Scientist, you will serve as the Deputy Director for the National Mental Health and Substance Use Policy Laboratory (NMHSAUPL).

Specifically, you will:

  • Provide programmatic direction relative to NMHSUPL research, for issues that are frequently complex or controversial, involving analyses and assessments that inform significant policy and programmatic decisions.
  • Collaborate with leadership in formulating and developing program plans, strategies, objectives, goals, and priorities, and make recommendations that have an impact on the organizational goals and policies.
  • Provide leadership in identifying and coordinating policies and programs, including evidence-based programs, related to mental and substance use disorders.
  • Provide leadership in identifying and establishing long and short-range public health research objectives; developing and establishing national research program policies; and organizing and stimulating new research efforts.
  • Communicate and coordinate activities with other federal agencies with interest in identifying priority areas relating to treatment/recovery, Evidenced Based Practices (EBPs), and service models.

Education Requirement: You must have a bachelor’s or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You must provide a copy of your unofficial transcripts that reflect your final degree has been earned/conferred by the closing date of this announcement.

In addition to meeting the Education Requirement stated above, to qualify for this GS-15 position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service performing the following types of tasks on a regular and recurring basis:
  1. Formulating and developing program plans, strategies, objectives, goals, and priorities for direct impact and effect on the organizational goals and policies relating to behavioral health programs;
  2. Assessing qualitative and quantitative data results to identify and establish long and short-term public health research objectives; develop and establish national research program policies; or organize and stimulate new research efforts;
  3. Assessing and overseeing the dissemination of information on evidence-based practices, along with service delivery models, promoting expansion or replication of evidence-based practices for mental and substance use disorders programs; and
  4. Planning, directing, and overseeing quantitative and qualitative public health program evaluations to determine program effectiveness and efficiency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
