Community Health Worker Training Program Manager II - Public Health - Seattle & King County

PHSKC is widely known for its innovative work in tackling the underlying causes of poor health and health inequities, such as physical activity and neighborhood conditions, access to healthcare, housing conditions, and healthy and affordable food access. Diverse strategies and targeted efforts are needed to address the large racial, income, and geographic health inequities that exist within King County. The Asthma and Community Health Worker Program within the Chronic Disease and Injury Prevention Section (CDIP) works closely with a wide range of partners on targeted efforts intended to eliminate health disparities. To achieve this aim, our work is rooted in the fundamental belief that we all benefit when every County resident is supported to achieve his or her fullest potential.
This full-time position responsible for providing management support for a grant funded by the Patient Centered Outcomes Research Institute (PCORI) undertaken by the Community Health Worker (CHW) unit. The CHW unit at PHSKC has a 20-year history of building the evidence base for community health worker home-visiting intervention for asthma. The PCORI award is to implement this program more broadly by training regional CHW providers to deliver this asthma intervention. The successful candidate will have demonstrated experience in delivering education/training programs to specific audiences (CHWs in particular), be adept at successfully maintaining relationships with specific stakeholders and/or organizations, and the ability to be flexible and resilient with evolving knowledge and program needs. The candidate will also have a proven strong independent work ethic, strong communications skills, and the ability to bring partners together sometimes involving complex relationships to improve outcomes. This position will work under the supervision of the Community Health Worker Program Manager (CHW PPM 4) and CDIP Section Manager to provide the programmatic activities outlined below.

Work Location: This position will be located in downtown Seattle, in the Chinook Building, 401 Fifth Avenue, Seattle, WA, 98104.
Work Schedule: The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is subject to the Fair Labor Standards Act and is overtime eligible.

- Monitor and manage day-to-day operations of the PCORI funded project to assure that deliverables and goals are met.
- Work with the CHW PPM 4, CDIP Section Manager, and project PIs to develop and prioritize program goals, objectives, and track project evaluation.
- Assess and respond to training and educational development needs of project stakeholders.
- Staff meetings of project partners and advisory group to inform members of project progress and secure advice and input.
- Organize and oversee multi-day trainings in communities throughout Washington.
- Facilitate and manage partnerships and contracts. Assist with selecting contractors/vendors, negotiating deliverables, writing scope of work and monitoring throughout the contract period.
- Develop community and inter-agency partnerships.
- Support quality improvement for education programs.
- Possible supervision of student projects.
- Support in the development of program and/or training curriculum, as well as manage contracts with contractors to lead in this work.
- Lead project dissemination activities – e.g. prepare materials, establish distribution plan, etc.
- Coordinate data collection, ensure quality of data, and support the evaluation team according to the project protocols.
- Manage Institutional Review Board (IRB) submission and reporting
- Draft external correspondence for supervisor or management. Coordinate review/comment process for program.

- Experience effectively managing multi-disciplinary team projects.
- Experience with complex project management and budgeting.
- Experience developing and implementing operations protocol.
- Experience working effectively and convening community partners.
- Ability to work independently and take initiative.
- Excellent written and verbal communications skills for various audiences.
- Knowledge of adult education theory and practice.
- Demonstrated experience in working with Community Health Workers.
- Experience delivering or developing public health evidence-based health promotion programs for chronic diseases or other health outcomes.
- Knowledge of the social determinants of health and drivers of health inequity.
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy, systems and environment based inequities on marginalized communities and populations.
- Ability to multitask and work in stressful situations involving changing deadlines and expectations.
- Skill in communications and group decision making, including facilitation and negotiation skills.
- Ability to translate programmatic and/or technical documents for variety of audiences.
- Ability to read, speak and/or write in a language identified in King County’s Top five Languages (Spanish, Vietnamese, Russian, Somali, and Chinese)
