Description:

The Director manages departments with numerous programs and services, while overseeing teams of specialized personnel and support staff members.  Under the direction of the Administrative Officer, develops policies, procedures, and delivery of support systems within their specific program/division area. Work involves participating in state, regional and district wide planning, preparing, and administering budgets, and coordinating cross-divisional and community efforts.

Executive Leadership Team (ELT)

  • Participates as an active member of the District’s ELT management team to set up public health goals, receive and disseminate information as appropriate, develop short- and long-range agency planning, and ensure agency-wide consistency in the application of personnel and administrative policies.
  • Provides leadership for, and assurance of adherence to SRHD Mission, Vision, and Values; implementation of SRHD Strategic Plan; and achievement of Public Health Accreditation Board (PHAB) standards.
  • Participates in development of public health policy, data-driven decision-making, and strong public and risk communication.
  • Develops, implements, ensures maintenance, and reviews Division’s operating policies and procedures in accordance with District policies and requirements, ensuring consistent application across the agency.
  • Serves as ELT liaison to agency committees and task forces.
  • Advocates for changes in operations and systems that improve efficiency and effectiveness of programs, divisions, agency, and public health.
  • Fulfills incident command system training and roles as needed to respond to a public health emergency, including incident commander over a public health response event.
    • Facilitates discussions around department and program evidence-based practice, recommended direction, and changes in programming or staffing.
    • Works closely with the health officer on standing orders, mitigation and control measures, and staff consultations.

    Division, Departments, Programs, and Personnel Management

    • Oversees and provides leadership for division activities such as public health standards, strategic planning, budgeting, and business process analysis. Promotes and provides assessment services and program evaluations/assurance.
    • Supervises associate directors, including the development of classification specifications in conjunction with Human Resources, completion of employee evaluation, interviewing, hiring, and recommending promotions or terminations.
    • Mentors and coaches associate directors for career development.
    • Coordinates with and assists in cross divisional program efforts to support work.
    • Directs and monitors division activities as defined by contract, grant, agency priorities, and state laws.
    • Utilizes performance management to determine program effectiveness.
    • Participates in collective bargaining agreement labor/management meetings and negotiations as requested.
    • Responds to employee grievances and disciplinary actions. Informs Administrative Officer and Health Officer of internal/external issues that may impact the division and/or SRHD.
    • Receives and disseminates information as appropriate, maintaining strong communication of staff, program, division, and agency information.

    State, Local, and Board Relations

    • Communicates with Board of Health through presentations, written materials, and direct interactions as requested/appropriate.
    • Develops and maintains effective working relationships with various community and professional organizations, including universities.
    • Represents the Health District on committees, councils, task forces, and with the media, as directed.
      • Participates in statewide committees and forums; receives and disseminates information as appropriate; represents SRHD at state and national meetings.
      • Networks with state and national colleagues, sharing research and practice for cross dissemination.
      • Facilitates statewide discussions to proactively improve public health systems.
      • Effectively interacts with others to address issues, problem solve, and promote public health.
      • Advocates for public health programs and resources.

      Fiscal Management

      • Pursues funding opportunities at federal, state, and local levels to maintain or expand existing programs and/or develop new programs to meet identified community needs in line with the agency’s mission and develops grant proposals as appropriate.
      • Monitors budgets through associate directors.
      Works collaboratively with the Administrative Officer to conduct financial analysis of programs as applicable
Skills/Eligibility:
  • Master’s degree involving major study in public health, public administration, or a related field appropriate for the division. A bachelor’s degree may be substituted for the master’s degree.
  • Five years of management experience in public health, or in a mid to large sized professional social services or health agency, including supervisory responsibility for varied technical and administrative staff.  Seven years of the described experience may be accepted with a related bachelor’s degree.

 

Required Licensure/Certifications:

  • Valid motor vehicle operator’s license/insurance.

 

Knowledge, Skills and Abilities:

  • Computer skills: Intermediate keyboarding skills; knowledge of Microsoft Office products including SharePoint, Excel, PowerPoint, Word, and Outlook; ability to use/learn software specific to the agency such as NovaTime, Dynamics GP and others; ability to learn new software quickly.
  • Language Ability:  Strong oral and written communications skills; ability to speak clearly and persuasively in positive or negative situations; ability to present information clearly and effectively to people with a wide variety of backgrounds and educational levels including clients, staff, healthcare providers, public officials, and community partners.  Strong spelling, grammar, and editing skills.
  • Math Ability:  Ability to perform intermediate math functions; ability to read, interpret, and present numerical data effectively; knowledge of budgetary methods and development.
  • Reasoning Ability:  Strong reasoning skills; ability to function in a fast-paced proactive and reactive work environment; must be able to anticipate and adjust staffing to fluctuations in workload.
  • Knowledge of public health issues and trends.
    • Knowledge of techniques of public health administration.
    • Knowledge of District philosophies, policies, and procedures.
    • Skills in supervisory techniques, including employee and workload management, motivation, empowerment, and assessment and evaluation of staff.
    • Ability to plan, administer, and evaluate programs.
    • Knowledge of BARS budgeting and reporting techniques, grant writing, methods of program assessment and evaluation.
    • Knowledge of local, state, and federal statutes and regulations.
    • Skills in working with community organizations and group processes.
    • Ability to contribute ideas, solutions, and perspectives regarding agency management issues.
    • Ability to clearly communicate and explain agency, department, and division policies.
    • Ability to provide effective leadership and management skills.
    • Ability to assess staff development needs and provide appropriate coaching, training, and educational opportunities.
    • Ability to motivate and inspire staff.
    • Ability to represent the Health District in a well-informed, professional, and effective manner.
