SUMMARY

The Cascade Care program manager is responsible for managing the Cascade Care program at the Exchange.  Cascade Care is a central component of the Exchange’s innovations to improve health coverage, affordability, care and outcomes.  Initiated through legislation in 2019, the program has three components, consisting of standardizing plan benefit design, offering a public option with additional quality and reimbursement requirements, and providing subsidies to reduce cost barriers.  The program has been built in components with the final component of the program, state subsidies, expected to be implemented by 2023.  The Cascade Care program manager will work with Exchange leadership and Board to identify, articulate and update consolidated program goals, and translate and advocate for action internally and externally to accomplish agreed goals. The ideal candidate will demonstrate a strong ability to elicit shared goals and translate into organizational action, build and maintain relationships, and be driven by a mission to improve health outcomes for all Washington residents, especially vulnerable and underserved individuals.

This position supports and advises HBE executive leadership, HBE Board, partner agency leadership, and key state agency, tribe, and state legislative bodies to achieve program goals.  The position develops and maintains key relationships with carriers, key stakeholders, other states, federal government, and national health policy organizations to advance program goals, and understand trends in coverage and market-based strategies that impact Cascade Care. This position leads internal and interagency workgroups, oversees initiatives to accomplish program goals, and determines the need for independent consultant and other resources necessary to achieve goals, and monitor and improve the Cascade Care program. 

The position is responsible for ensuring that information is coordinated and timely provided to carriers, consumers, and external stakeholders; providing support, expertise and guidance to staff on Cascade Care; providing expertise to ensure organizational business process and requirements include Cascade Care program goals; and developing and evaluating metrics to measure program achievement of agreed program goals. This position will be responsible for making decisions regarding best course of action to achieve Cascade Care goals and improve customer outcomes. This will involve collaboration with key members of the management and/or executive teams, as well as key stakeholders. 

DUTIES AND RESPONSIBILITIES

•    Develop strategic goals and metrics and implement processes to optimize the customer experience.

•    Coordinate with all areas within the Exchange that are a touch point for Cascade Care standard plans, state subsidy, and public option.

•    Serve as an organizational expert on standard plan development, market dynamics, state subsidy goal and implementation, and public option development. 

•    Track, monitor and elevate issues that have a direct impact on Cascade Care program.   

•    Lead interdepartmental and interagency work teams to analyze Cascade care program and improvements and implement program goals. 

•    Serve as the program lead and subject matter expert and facilitate ongoing engagement with state agency partners, carriers, and other stakeholders.  Represent the Exchange and its viewpoints with state agency partners and other external parties.

•    Research and develop policy options and recommendations that improve Cascade Care program performance and goal attainment and inform organizational strategic planning.

•    Analyze and communicate complex information effectively to diverse audiences, verbally and in writing.

•    Draft policy papers, briefs, and reports on Exchange policy issues, incorporating data as appropriate.

•    Collaborate and build relationships with other state agencies, state-based exchanges, and stakeholders to solicit feedback and gather information on best practices.

•    Provide written, verbal and visual presentations of key policy issues to the Exchange Board, Exchange Committees, Exchange Executive Team, the Director of Policy, and external stakeholders.

•    Provide direction to and oversee contractors on appropriate deliverables and needed Cascade Care Program materials.

•    Support the Policy Director in management of contracts, budgets, timelines and work flows related to specific Cascade Care issues.

•    Provide guidance and/or support to policy staff on Cascade Care projects.

•    Other duties as assigned. 

Skills/Eligibility:

QUALIFICATIONS

Required: 

•    Master’s degree in a health policy-related field. 

o    Note: Years of experience may substitute year for year for graduate-level education. 

•    Five years of strong and proven skills in managing multiple, diverse, complex projects; collaborating with peers; staying within scope, schedule, and resources; developing clear project plans; balancing multiple priorities; communicating progress in written or oral form to executives, policy makers, media, and key partners and stakeholders, including proactive identification, communication and contingency planning when project conflicts arise. 

•    Demonstrated ability to build consensus and facilitate discussions with management and leadership to arrive at shared goals

•    Demonstrated ability to facilitate stakeholder discussions including both small and large audiences; 

•    Data analysis and interpretation for policy making

•    Five years of progressively more responsibility in health policy analysis, and program development, including appropriate use of policy analysis, regulation interpretation, research, and data to formulate and advise decision-making, issue resolution and policy development. 

•    Experience in managing budgets, contracts, timelines, and projects, and coordination and motivation of diverse resources to quickly resolve critical health policy issues.

•    Demonstrated ability to earn the trust, respect, and confidence of co-workers, partners, stakeholders, and customers through consistent honesty, forthrightness, responsibility and professionalism in all interactions.

•    Uses knowledge and understanding of the organizational and political climate to make decisions and take actions that satisfy diverse interests and contribute effectively to organizational goals.

•    Excellent written, verbal and visual communication skills that translate and clarify policy analysis, issues and objectives into responsive analytic products. Identify needs of customer/audience and present and tailor messages in a clear, concise, unambiguous, engaging, and convincing manner, understandable by technical and non-technical audiences.

•    Enjoy focusing on results, be a highly creative, critical and strategic thinker, and foster a collaborative setting. Be able to work both independently and collaboratively, with a willingness to proactively own the success of projects. Be highly organized, flexible, proactive, with an ability to work on multiple simultaneous projects and meet tight deadlines and have flexibility and resourcefulness during times of uncertainty and stress.

Desired: 

•    Experience working with a health insurance carrier or in the health insurance industry.

•    Demonstrated knowledge of health insurance plan benefit design. 

•    Broad knowledge and understanding of the health care industry, including the commercial insurance market and other health delivery systems, and addressing or otherwise managing issues of access, affordability, and quality health care. 

•    Knowledge of or experience in health equity.

•    Knowledge and understanding of key components Affordable Care Act (ACA), and other applicable state or federal law, especially health insurance exchanges. 

•    Knowledge and experience in interpretation of state legislation and laws governing health care programs in the state.
