About the division:
The Policy Division (PD) is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. PD serves as the focal point for coordinating the agency’s strategy, affordability, and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities. PD is responsible for driving policy design, development and implementation of health reform, and health transformation activities and program development and refinements for all programs.
 
About the position:
This position manages and directs the development of statewide health care initiatives and long-term purchasing improvement projects to ensure access to quality care. This position is responsible for a broad range of health care policy development activities related to state purchased health care programs, including: conducting in-depth research and analysis; development of innovative policy solutions and identification of necessary resources to implement policy solutions; providing consultative expertise regarding health care quality; access and cost containment strategies to HCA executive leadership and coordinating implementation activities within relevant HCA program areas.
 
This position will primarily focus on multiple cross agency issues related to continuity of care and re-entry services for the justice involved population. The position is responsible for providing consultative expertise to top managers which includes objective and sound guidance for the implementation of initiatives arising from legislative mandates.

This position is eligible to telework and is typically not required to report on-site. Duties

Some of what you will do:
 
Duty: Design, develop, implement, coordinate, and evaluate agency and state-wide health care policy and complex business processes, including purchasing-related projects related to the justice involved population or the Apple Health and Homes program. 
 
Tasks Include:

  • Design, develop, implement, and evaluate agency and state-wide health care policy, including purchasing-related projects. 
  • Research and develop new strategies and manage the development and implementation of statewide health care initiatives and policy directives. 
  • Research health care trends, transformation, innovative models, and connect with counterparts in other states on these items to find evidence-based policy and lessons learned for the development of Washington health policy. 
  • Anticipate, frame, and pose questions for critical policy analysis and evaluate results to determine validity of analysis. 
  • Plan, leads, and coordinate with the activities of other professional staff involved in the development of state-wide comprehensive program reviews, plans, policies, and procedures for medical service delivery. 

Duty: Prepare, facilitate, and coordinate long-term policy recommendations, implementation, and planning regarding the justice involved population or the Apple Health and Homes program 
 
Tasks Include:

  • Coordinates comprehensive long-range plans relating to health care program objectives. 
  • Facilitate long term planning to establish strategic direction and implement phase-in strategies. 
  • Develop and shepherd approval of 1115 waiver requests, Apple Health and Homes policies, or other grants to implement health reform, including narrative, objective, budgets, timelines, deliverables, and evaluations. 
  • Formulate and compose complete policy analysis or recommendations for process improvements, including positives and negatives of alternative solutions, recommend solutions, needed resources, and consequences. 
  • Collaborate with staff and manage consultants and project deliverables. 
  • Provide expert level consultation to HCA leadership, staff, and vendors on development and implementation of policies, procedures and process improvements. 

Duty: Lead project teams tasked with development and implementation of health care transformation strategies. 
 
Tasks Include:

  • Establish goals and objectives for project teams and plans; develop strategy for analysis and reporting. 
  • Lead project teams consisting of operational, management, and professional staff on purchasing related or health transformation strategies (e.g., alternate payment model development) reimbursement reform, and health information technology. 
  • Plan, lead and facilitate the work performed by interagency teams to assure optimum use of agencies’ resources and to meet state-wide goals for maximizing the health of Washingtonians. 
  • Manage complex, highly visible (e.g., legislatively directed) projects and programs within scope, schedule, and resources, to include key internal and external stakeholders, and appropriate communications. 

Duty: Communicate, coordinate, and conduct presentations with stakeholders, executives, and legislators. 
 
Tasks Include:

  • Communicate and coordinate with key stakeholders, including advocacy groups, consumer groups, health plans, legislators or legislatives staff, other states, national resources, etc. Provide executive presentations and prepare legislative testimony.

Required qualifications:

bachelor’s degree with major study in public health, public administration, health administration, economics, nursing behavioral health, business administration, or closely allied field 
 
AND
four years of supervisory or consultative experience in a health services program. 
 
Note: Additional years of experience may be substituted for the required education
