Description:
Palladium is recruiting a senior local or expatriate expert as a Technical Advisor, Health Financing, to work in Cambodia under the USAID-funded Health Policy Plus project (2015-20) or HP+. The Advisor will be required to work very closely with line ministries of the Royal Government of Cambodia (RGC) to provide content knowledge, technical assistance, consultation, and support for the development and execution of economic analyses, health finance policy analyses and reform strategies, and social health insurance-related assessments. Methodologies that may be applied include cost-effectiveness studies, unit costing of health interventions, health budget and expenditure surveys, and feasibility or policy analyses of proposals for scaling up community-based and social/universal health insurance programs. The Technical Advisor, Health Financing will provide high-level technical assistance to Cambodian policymakers, especially in Phnom Penh, and write reports, and policy and technical briefs to inform relevant audiences. Effective work with key stakeholders is a crucial component of the success of HP+ work in Cambodia and an ability to network extensively and with all levels of stakeholders must be a key attribute of the selected candidate. The candidate will be required to determine the appropriate analytical methods and procedures for new assignments and manage junior in-country staff or consultants in carrying them out. 
The level and salary of this position will be determined by the qualifications of the candidate selected. For non-Cambodian residents, an expatriate package in line with USAID and organizational policies may be possible. The incumbent:
  • Provides health finance, health economics, expenditure analysis, and costing expertise/technical assistance to the HP+ Cambodia program, technical staff and RGC stakeholders as per program requirements or as directed by the HP+ Country Director, Cambodia and/or the Senior Technical Director, Health Financing (HP+).
  • Provides on-the-ground managerial and technical oversight to specific activities in Cambodia.
  • Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
  • Uses various quantitative and qualitative techniques to perform costing, expenditure, and health financing policy analyses.
  • Responsible for the development and approval of activity-specific work plans and budgets.
  • Develops, reviews, and/or prepares necessary technical and program-related reports, including presentations, briefs and working papers.
  • Guides and supports protocol development, research, data collection, policy formulation, training and capacity building efforts in support of project activities and deliverables.
  • Ensures quality of services and compliance per project/program requirements.
  • May provide functional guidance to outside vendors in Cambodia to ensure deliverables are met on time and on budget.
  • Organizes as needed project/program trainings, conferences, workshops, and meetings.
  • Participates, and represents the organization as needed, in key RGC or partner meetings and symposia.
  • Advanced degree with significant experience in Asian settings required. PhD or MA in Economics or Health Economics, or PhD/MA in public policy/policy analysis with significant coursework in health economics and finance. Required post-education experience varies for PhD vs. MA candidates.
  • With PhD: At least 3 years of post-doctoral experience in health financing, international health economics, health sector reform, or experience in other fields related to the duties described above.
  • With MA: At least 7 years of experience in health financing analyses, international health economics, health sector reform, or experience in other analytical fields related to the duties described above.
  • Experience working internationally required, especially in Southeast Asia or South Asia.
  • Evidence of excellent networking skills, and ability to connect with and build strong relationships with key stakeholders is highly desirable.
  • Strong program management skills and supervisory skills are highly desirable.
  • Strong interpersonal, writing, presentation, and organizational skills are required.
  • Khmer language skills are highly desirable but not required.
  • Demonstrated problem solving, analytic, financial, and evaluative skills.
  • Experience translating/communicating data for decision making and policy reform
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Professional and mature demeanor and conduct.
  • Ability to respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
