Public Health Policy Analyst - UC Davis

Under general supervision, the Health Policy Analyst provides health services research, policy analysis, and project management. Perform legislative analyses as part of the California Health Benefits Review Program (CHBRP), which involves collaborating with several UC campuses to research the medical effectiveness and/or public health impacts of proposed legislation concerning health insurance . 

Responsible for literature reviews, systematic reviews, and environmental scans related to healthcare, healthcare delivery, health policy and quality/outcomes measurement. Manage one or more health policy-related research projects including task delegation and timeline oversight, research documentation and compliance, data collection/management, analysis, and report/manuscript writing. 

Support faculty grant writing and assist with drafting analyses and recommendations for abstracts, manuscripts, reports and presentations to be submitted to funding agencies, peer-reviewed journals, professional organizations, and other non-profit and government organizations. 

Physical Demands:
Lift paper materials weighing up to 25 lbs.  
Work Environment:
Valid CA drivers license to travel out-of-town to attend meetings including overnight stays.

Experience conducting systematic reviews and literature reviews of public health, health care quality, comparative effectiveness, and health outcomes literature to support projects and grant applications. 

Skills to critically evaluate policies and empirical studies in topics such as health services research, health care quality measurement, epidemiology, public health, and health insurance to efficiently identify study strengths, limitations, and policy implications. 

Experience managing projects including development and implementation of project protocols, procedures, and task delegation. and to 

Organizational skills to multi-task and manage multiple projects and deadlines. 

Experience developing, drafting, editing, and proofreading complex written communication to convey complex information to various users (i.e., written policy briefs, academic journal publications, reports to funding agencies). 

Interpersonal and communication skills to effectively and professionally communicate in person and via email and telephone with clients, staff, and faculty at all levels. 

Knowledge and familiarity with peer-reviewed literature sources and other sources for public health and health services research data. 

Computer skills with MS Office Suite for Windows and EndNote. 
Preferred Qualifications:
Master’s degree in Public Health, Public Policy, or other related field or an equivalent combination of education and experience. 

Experience using statistical and/or cost-effectiveness analysis software, such as SAS, STATA or TreeAge. 

Familiarity with the process of writing IRB protocols. 

Knowledge or ability to learn ArcGIS desktop, ArcGIS Pro, ArcGIs Online, Survey 123, Collector, geo processing and geocoding skills. 

Knowledge and experience to extract and aggregate data, and import data into various spreadsheet or database formats. 

Knowledge or ability to learn and understand GIS cloud services and create web applications tools.
