Position Summary:

We are seeking a motivated self-starter to join the proposal team.  This role will help ensure the production of high quality proposals that contribute to the organizations success in engaging meaningful work.  You will support the work of our research teams by coordinating the development of responses to contracting opportunities from government agencies in the area of health care policy. This position is responsible for facilitating and organizing cross-team efforts to produce compelling, high-quality proposals that are responsive to client and contract objectives, adhere to detailed requirements, and meet strict deadlines.


You will:

  • Expand your practical knowledge of business development, which includes government contracting, bid and proposal process, etc.
  • Sharpen your business skills (e.g. Microsoft Office applications, communication and organizational skills)
  • Observe the development of proposals from start to finish
  • Gain experience working with senior-level staff
  • Work with a team of highly-motivated individuals



Job Functions and Responsibilities:

Under general supervision, while working in conjunction with the Proposals, Business Operations, and Contracts Teams, Proposal Coordinators perform the following job functions:

Proposal Coordination

  • Coordinate the start-to-finish “live” proposal development process (from “Go” decision through proposal submission) as the designated point of contact from the Proposals Team on one or more concurrent opportunities
  • Outline and implement comprehensive plans and timelines for task and activity completion that ensure process efficiencies and avoid duplication of effort across multiple teams engaged in simultaneous efforts
  • Initiate, schedule, and facilitate proposal kick-off meetings, internal review sessions, and external partner discussions to ensure the quality, compliance, and timely delivery of proposal materials
  • Provide additional administrative support to offer a seamless experience of team collaboration, such as dissemination of solicitation revisions, draft compilation, fulfillment of billing code requests, and other attention to detail


Proposal Writing Support

  • Produce drafts and compile tailored content for assigned sections of the technical proposal, including summary paragraphs, project management information, personnel qualifications, project descriptions, and supporting tables and graphics
  • Provide desktop publishing support to ensure proposal document adheres to solicitation requirements for font, sizing, spacing, alignment, page limit requirements, etc.
  • Support group writing efforts by editing, proofreading, and conducting compliance checks; in addition to completing final review, compilation, and submission


Process Improvements

  • Maintain internal resources for proposal development, including templates, source content, calendars, and other process coordination tools
  • Manage and analyze basic data and metrics on proposal submissions to inform process improvements
  • Provide orientations, presentations, and written guides that share “best practices” and promote participation in ad hoc proposal teams as opportunities for individual professional development


In addition, Proposal Coordinators:

  • Comply with company policies, and with applicable laws and regulations
  • Demonstrate professionalism in the workplace
  • Perform other duties as assigned

Required Skills


Education and Experience:

  • Bachelor’s degree in a writing-intensive field, such as English, journalism, or communications
  • 3 years of relevant work experience, including at least 1 year direct experience in proposal coordination and/or grant writing, preferably for government solicitations


Position-specific Qualifications:

  • Excellent professional writing and editing skills
  • Excellent ability to quickly review, comprehend, clarify, and relay detailed technical information
  • Excellent communication skills, including a demonstrated ability to obtain, record, and disseminate fast-changing information across multiple teams
  • Excellent organizational, facilitation, and leadership skills, including a demonstrated ability to develop project workflows, delegate tasks, and drive internal deadlines
  • Demonstrate initiative, critical thinking, and problem-solving to prioritize tasks and meet deadlines
  • Demonstrate attention to detail, in addition to strategic and big-picture thinking
  • Highly skilled in Microsoft Office Suite


Qualifications Desired:

  • Proposal, project, or process management certification, such as The Association of Record for Bid, Proposal, Business Development, Capture and Graphics Professionals (APMP), Project Management Institute (PMI), or Lean Six Sigma certification
  • Knowledge of General Services Administration (GSA) and Federal Acquisition Regulations (FAR)
