Health Services Consultant 2 - Office of Infectious Disease - State of Washington
What will you be doing? – Duties include:
- Build and maintain relationships with internal staff and local health jurisdictions (LHJs) through frequent telephone interaction and less frequent in-person and email communications to collect and verify case information.
- Call LHJs to gather and verify medical, demographic and risk information related to HIV/AIDS cases.
- Troubleshoot and work with facilities, provider, laboratories and LHJs to solve identified problems to ensure accurate and timely reporting of HIV surveillance related data.
- Comply with all applicable confidentiality and security guidelines, rules and laws.
- Use specific software applications to match incoming laboratory data against existing cases for the purpose of capturing and following up on cases that have not previously been reported.
- Work with staff from other state HIV programs, review electronic data found in Washington State’s HIV/AIDS reporting system to determine whether individual cases have been reported in other states and which jurisdiction originally reported the case.
- Use various electronic and hard copy data sources to locate previously unreported cases and deaths.
- Call health care providers, HIV/AIDS case managers, hospital staff, laboratory staff, correctional facility staff or staff from other external entities to gather and verify medical, demographic and risk information related to HIV/AIDS cases.
- Perform quality assurance tasks to ensure reporting timeliness and completeness using hard copy and electronic data sources.
- Develop and maintain training materials for new DOH and LHJ staff for HIV case surveillance activities. Train staff using these materials.
- Provide education to DOH staff and partners about HIV case surveillance.
- OPTION 1: A Bachelor’s degree or higher.
OPTION 2: Four (4) or more years of experience with professional management or consultative experience in a health services program.
- Working with health database systems and experience in health data and medical terminology.
- Advanced-level experience using MS Excel. Advanced-level experience is defined as using MS Excel to develop complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information; create custom toolbars and chart types, and use data analysis tools.
- Demonstrated experience in acting as a central point of contact between internal and external entities, with a demonstrated ability to effectively communicate orally and in writing.
- Demonstrated experience in maintaining confidentiality of sensitive information access or discussed while performing duties of position.
Demonstrated experience of infectious diseases and notifiable condition reporting.
- Demonstrated experience in using portable computer technology (e.g. laptop computers) and related software utilities in field data collection.

- Work in the DOH offices, and occasionally work at external agency offices, public/private provider clinics, public gathering places, and survey participant homes.
- Work in a setting that exceptional hazards are minimal, primarily restricted to the risk of exposure to potentially unsafe circumstances or persons during field interview data collection.
- Work full time with the requirement of working evening and weekends on a routine basis.
- Occasionally travel to other parts of Washington State (approximately once a month) or to other states, primarily Atlanta GA (approximately once a year), staying overnight as required.
- Work at a tobacco-free campus and environment.
- Legally operate a state or privately owned vehicle or provide alternative transportation.
- Frequent interactions with surveillance staff from local health jurisdictions and other states, survey participants, health care providers, and other DOH program staff; in-person, via email and telephone.
