Reporting to the Deputy Chief of Civil Rights and Risk Management, the Enterprise Risk Officer (ERO) is the agency expert for Enterprise Risk Management (ERM) and Internal Control (IC) functions, and is responsible for assisting agency leadership, risk owners, and subject matter experts with:

  • Using the International Organization for Standardization (ISO) 31000 Risk Management family of standards to establish, maintain, and monitor an agency-wide ERM program. This includes educating agency staff on this family of risk management standards, DOH ERM principles, identification of strategic and emerging risks that could keep the agency from meeting its strategic objectives, and prioritization and mitigation of those risks.

 Using Chapter 20 of the State Administrative & Accounting Manual (SAAM) to establish, maintain, and monitor an agency-wide program for evaluating internal controls against associated business processes, assessing risks of internal control activities and reporting to agency leadership the results of those functions, as governed by the SAAM.

Preference may be given to candidates with the following DESIRED education and experience:  

  • A Bachelor’s degree or higher in risk management, finance, accounting, or similar field of study.
  • Two (2) or more years of experience in the application of Enterprise Risk Management (ERM) and/or Internal Controls (IC) principles, which can include one or more of the following:
  • Instruction in ERM or IC principles.
  • Implementation or maintenance of an ERM or IC program in a public or private institution.
  • Financial or business system auditing.
  • Development and implementation of risk assessments, root cause analysis.
  • Demonstrated experience in the following:
  • Knowledge of current laws, regulations, executive orders, and best practices regarding ERM and Internal Control issues and the ability to communicate these effectively throughout the organization.
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions.
  • Building consensus across various constituencies and achieve results through the efforts of others.
  • Excellent listening, interpersonal, analytical, critical thinking, written and oral communication skills.
  • Recognizing the value that different perspectives and cultures bring to an organization.
  • Strong planning and organizational skills

As well as demonstrated competency in the following:
