Position Summary

The Research and Evaluation Supervisor will lead and provide applied research and evaluation services for projects that have a significant impact on a broad range of services, operations, and/or policy decisions.

Essential Duties & Responsibilities

  • Manage and coordinate work among project team members; establish, maintain, and manage relationships with third parties/vendors; consult with clients, staff, and stakeholders to resolve issues; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; assist in clarifying expected outcomes and managing expectations; provide direction and support to project team(s).
  • Collaborate and lead research and evaluation study planning; design study processes and outcome evaluations; develop data collection and analysis systems; perform qualitative and/or quantitative analysis to formulate, test, and update performance measures.
  • Compile research and evaluation study results; collaborate with colleagues to review and refine project findings; design, draft, and present management reports and study findings for a wide audience; develop, test, and provide recommendations and implementation plans for the improvement of services and programs as a result of the analysis of study findings.
  • Conduct studies and confidential in-depth investigations of employee behavior patterns relating to potential disciplinary issues, labor relations, and grievances.
  • Formulate and apply mathematical/statistical modeling to assist management with decision-making, policy formulation, and other program functions. Provide strategic analysis and support to management in recommending and implementing policies, guidelines, and procedures; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends.
  • Perform other duties as assigned.
  • Supervise Epidemiologists and Data Analysts.
Skills/Eligibility:

Minimum Qualifications

  • Bachelor’s degree.
  • 7 years of related research and evaluation experience.
  • Excellent written and oral communication skills.
  • Experience in and familiarity with statistical techniques necessary for large data sets, SPSS, advanced statistics, research methods, and behavioral science theory.
  • Strong analytical, mathematical and quantitative skills.
  • Experience preparing journal articles and research reports.
  • Strong presentation skills with ability to present research findings at scientific conferences and seminars.
  • Experience in working successfully with state and local departments of public health and other scientific research organizations.
  • Survey research experience, including research design, sampling, data collection, program evaluation, and data analysis.
  • Strong collaborative skills.

Desired Qualifications

  • Graduate degree preferred.
