Summary
This position will support the Federal Government’s response efforts to COVID-19.
Position is located at a Navajo Area Indian Health Service (NAIHS) Service Unit. The position is responsible for managing a comprehensive occupational safety, health, and emergency management program for the healthcare facility. The Service Unit has several off site programs including community based programs and clinics. This position reports to Supervisor Safety & Occupational Health Specialist.
Responsibilities
- Develops, implements, manages, evaluates and revises of the hospital safety and occupational health programs and assures such programs comply with criteria established by Centers for Medicare/Medicaid Services (CMS) Conditions of Participation, The Joint Commission (TJC) standards in Environment of Care (EoC), Life Safety (LS) and Emergency Management (EM) for the hospital.
- Develops and maintains, industrial hygiene, occupational health, loss control, universal precautions and environmental health.
- Responsible for developing policies and procedures related to Safety Management, Fire Prevention, Hazardous Materials Management, Emergency Preparedness Management, Security Management, Equipment Safety Management and Utilities Safety.
- Reviews all accident reports, conducts epidemiological investigations and recommends preventive measures to reduce reoccurrences.
- Serves as an Emergency Management Point of Contact (EMPOC) for the Service Unit, activities include designing, conducting, and implementing the facilities’ emergency management program for the internal and external disasters.
- Maintains and updates the hospital’s All Hazard Emergency Operations Plan, including required annexes such as the Service Unit’s Continuity of Operations Plan (COOP).
- Performs and supervises evaluation of required emergency management exercises that are based upon the hospital’s identified operational vulnerabilities and threats, and involve the necessary facility staff as well as external agencies and organizations.
- Coordinates, conducts, evaluates and follows-up on all fire drills and problems identified during drills.
- Reviews all accident reports received from facility departments, and conducts accident epidemiological investigations in order to analyze trends and recommend preventive measures to promote the risk management and safety programs through protective, preventive education and motivational factors.
- Participates in the review of constructions projects that may impact the environment of care and occupational safety and health.
- Works with facilities, conducting pre-construction safety assessment of all proposed remodels, new construction and projects before the project is started.

BASIC REQUIREMENT(S): GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level; Substitution of education not applicable. In addition the Basic Requirements, you must also meet the Minimum Qualifications stated below
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. examples of qualifying specialized experience include:
- Managing safety or occupational health program elements.
- Developing and recommending safety and occupational health policy to higher levels of management.
- Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
- Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
- Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
- Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
- Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
- Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
- Training of works, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
- Works in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
OR
Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5.
