I-TECH has an outstanding opportunity for an M&E Advisor. 

This position will support routine program monitoring and evaluation (M&E) activities for the I-TECH Zimbabwe Care and Treatment program. Funded by PEPFAR under a cooperative agreement with the Centers for Disease Control and Prevention, the Care and Treatment program operates in 373 healthcare facilities across 19 districts. In four of these districts, I-TECH will be starting a new DREAMS program to provide a comprehensive package of core interventions to address factors that make girls and young women vulnerable to HIV (https://www.state.gov/pepfar-dreams-partnership/)

The Monitoring and Evaluation (M&E) Advisor will support the development and implementation of a routine monitoring and evaluation system for this new DREAMS program. In close collaboration with colleagues based in Zimbabwe and in Seattle, this individual will develop tools, forms and SOPs to capture program monitoring data, clean and analyze data for program improvement and required reporting, and disseminate analyses via graphs, reports, and dashboards. This individual will also coordinate and provide technical assistance to other organizations who will be supporting specific components of the DREAMS intervention through subcontracts with I-TECH. Additionally, this individual will support and mentor M&E staff based in Zimbabwe and participate in weekly early morning calls with Harare based staff. 

All activities described below will be done in close collaboration with M&E staff based in Zimbabwe and in Seattle and will require frequent communication via calls and email.

Support the collection of routine program monitoring data and evaluations
• Develop data collection tools using paper forms and CommCare (tablet-based data collection).
• Support data abstraction and entry into the existing DREAMS DHIS2-based platform.
• Develop, adapt, or revise standard operating procedures and job aids for M&E and clinical staff that will improve data quality.
• Evaluate existing M&E tools and processes to identify strategies for quality improvement (QI).
• Design and manage the implementation of small-scale evaluations to obtain supplementary data that can be used for program improvement (eg. surveys, interviews).

Cleaning and analysis of program motoring data
• Design and run data checks to identify errors in routine program monitoring data.
• Identify evaluation questions and analyze program monitoring data to drive internal program improvement.
• Consolidate data and create graphs and tables for quarterly reports to the funder (MER indicators).
• Create dashboards in Power BI for internal use to encourage data use for program improvement.
• Respond to ad hoc data requests from the funder, the Zimbabwe Ministry of Health and Child Care (MoHCC), and other stakeholders.
• Analyze quantitative or qualitative data from evaluations.

Dissemination and use of data
• Contribute to reports for funders and other stakeholders describing program performance.
• Create PowerPoint presentations for the funder, the Zimbabwe MoHCC, and other stakeholders.
• Circulate graphs and tables to the internal team to drive program improvement.
• Contribute to discussions on ways to improve program activities through analyses and literature reviews.
• Support abstract, poster, and manuscript writing.


• MPH in epidemiology, biostatics, implementation science, health services, global health or a related field and at least 1 year of relevant work experience or a PhD in these same subject areas.
• Strong program management, interpersonal and communication skills.
• Demonstrated experience with a statistical analysis software package (Stata, R, SAS, etc.).
• Experience with Microsoft Excel.
• Ability to work independently with limited supervision.
• Excellent English writing skills.
• Willingness to travel up to 25% of the time to Zimbabwe dependent on COVID-related travel cautions and restrictions.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

• 2 years of relevant work experience
• Experience working in Global Health, especially on PEPFAR-funded projects. Experience working on DREAMS programs would be an additional plus.
• Good knowledge in HIV and AIDS prevention, treatment and care issues.
• Experience working on programming for adolescent girls and young women.
• Experience working in sub-Saharan Africa in a public health clinical care setting.
• Experience working in team settings in an international capacity.
• Proficiency with Power BI or Tableau.
• Proficiency with DHIS2.
• Ability to design and conduct qualitative data analysis using software, such as Atlas.ti.
• Experience developing data collection tools with CommCare or Open Data Kit.
• Experience with relational database design.
• Proficiency with SQL.
• Experience conducting desk and literature reviews; and implementation of QI activities.
