he incumbent provides nursing staff development expertise to advise, consult and provide technical assistance to public health nursing professionals and educational and health care partners in order to create change and promote quality in the practice environment.
 
The goal of this position is to assure that public health nursing staff have all the tools they require to deliver optimal services at all three levels and the professional competence required to assure continuity of care, continuous improvement and accurate reporting of outcomes to statewide stakeholders.  This is achieved through building public health nurse capacity to manage the core competencies associated with these positions in managing services directed towards individuals/families, communities, and systems; addressing health disparities and the social determinants of health; and assuring the equitable distribution of public health nursing services.

Skills/Eligibility:

Minimum Qualifications:
Eligibility for licensure to practice as a Registered Nurse in the State of Alaska.
AND
Any combination of education, certification, and/or experience that provides the applicant with competencies in

  • Nursing: Knowledge of the principles, methodologies, practices, and procedures of professional nursing as they pertain to health promotion and the treatment and prevention of diseases, injuries, and/or abnormalities.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Evidence-Based Practice: integrates best research practices with clinical expertise and patient values for optimum care and participates in learning and research activities to the extent feasible.
  • Health Research: Knowledge of the evidence-based principles, strategies, methods, processes, and best practices used to identify and define health issues and develop relevant research, investigations, evaluations, assessments, reporting of results, and recommendations.

 equivalent to those typically gained by:

Post-secondary education in nursing, public health, healthcare services, healthcare administration, or a closely related field that includes either a bachelor’s degree in nursing or Direct Entry Master of Science in Nursing;
and
Progressively responsible professional nursing experience that includes responsibility in health care, public health, health care delivery systems, nursing administration, consultative nursing, and/or teaching capacity that is relevant to the position’s area of nursing specialty.

Candidates not currently licensed by the State of Alaska, who otherwise meet the eligibility requirements for licensure as a Registered Nurse in the State of Alaska and requisite knowledge, skills, and abilities, may apply for vacancies in this job class. Some positions require eligibility for specific professional certifications in a specialty field or licensure in the State of Alaska, such as an Advanced Nurse Practitioner.
