The Opportunities

The Office of Public Health Outbreak Coordination, Informatics, and Surveillance (PHOCIS) is responsible for statewide coordination of outbreak response, including for COVID-19, and including the informatics and surveillance capabilities that support notifiable conditions reporting, case and contact investigation, syndromic surveillance, and electronic laboratory reporting (ELR) and electronic case reporting (eCR) of more than 60 of Washington State’s approximately 80 notifiable conditions. 

The Senior Public Health Informatics Specialist (Senior Epidemiologist) positions serve in a leadership role as a public health informatics subject matter expert regarding public health programs and in the design, development, maintenance, operation, enhancement, and configuration of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State.

The Public Health Informatics Specialist 3 (Epidemiologist 3) positions will support, at the advanced level, development, maintenance, operation, enhancement, and configuration of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State.

The Public Health Informatics Specialist 2 (Epidemiologist 2) positions will support, at the intermediate level, development, maintenance, operation, enhancement, and configuration of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State.

The Public Health Informatics Specialist 1 (Epidemiologist 1) positions will support, at the entry level, configuration, operation, development, maintenance, and enhancement of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State.

These positions contribute to the COVID-19 response mission by supporting necessary informatics and data system capabilities needed to support case and contact investigation, surveillance and reporting, outbreak detection and investigation, and other critical mission areas.

This recruitment will be used to fill multiple home-based project positions at each level outlined above.  Grant funding for these project positions is anticipated to last until October 18, 2022.  
 

  • Senior Public Health Informatics Specialist (Senior Epidemiologist ) – Pay Range 76: $90,888 – $119,244 Annually
  • Public Health Informatics Specialist 3 (Epidemiologist 3) – Pay Range 71:  $80,292 – $105,384 Annually
  • Public Health Informatics Specialist 2 (Epidemiologist 2) – Pay Range 67:  $72,756 – $95,484 Annually
  • Public Health Informatics Specialist 1 (Epidemiologist 1) – Pay Range 61:  $62,748 - $82,344 Annually
Skills/Eligibility:

Required Qualifications

Public Health Informatics Specialist 1 (Epidemiologist 1) Level:

•    Option 1: Bachelor’s degree or higher in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or related field.

•    Option 2: Two (2) years of professional experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards.

•    Option 3: Two (2) years of professional experience in a public health or healthcare program area, including use of data for analysis, manipulation/cleaning of data, report writing, and other subject matter data tasks. 

•    Option 4: An equivalent combination of higher education and related experience with health informatics.


Public Health Informatics Specialist 2 (Epidemiologist 2) Level:

•    Option 1: Bachelor’s degree in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or a closely related field; and three (3) years of professional experience in a healthcare or public health setting with health informatics responsibilities**.

•    Option 2: Master’s degree or higher from an accredited graduate school with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics or a related field; and one (1) year of professional experience in a healthcare or public health setting with health informatics responsibilities**.

•    Five (5) or more years of experience in a healthcare or public health setting with health informatics responsibilities; or an equivalent combination of higher education and related experience. 


Public Health Informatics Specialist 3 (Epidemiologist 3) Level:

•    Option 1: Bachelor’s degree in health informatics, public health, science, epidemiology, public policy or health policy, health services research, health information sciences, computer science, or closely related field and six (6) years of professional experience in a healthcare or public health setting with health informatics responsibilities**.

•    Option 2: Master’s degree or higher from an accredited graduate school with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics or related field and four (4) years of professional experience in a healthcare or public health setting with health informatics responsibilities**.

•    Option 3:  Doctoral-level degree in informatics, public health, health science, management information systems and technology, computer science or closely related field; and two (2) years of experience doing senior-level public health informatics work.

•    Nine (9) or more years of experience in a healthcare or public health setting with health informatics responsibilities; or an equivalent combination of higher education and related experience.
