OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Under the direct supervision of RED and overall guidance of DPM, the incumbent will:

(1) Contribute to WHO’s organization-wide work in the development, implementation and oversight of relevant policies, strategies, programmes of work, and annual work-plans in areas related to laboratory aspects of infectious diseases of epidemic and pandemic potential including High Threat Pathogens (HTPs);

(2) Guide and provide technical support to develop regional and national policies, strategies, plans, guidelines, standards, SoPs / diagnostic protocols, Quality assistance Schemes and strategic directions for development and effective management of laboratory support in the Region for prevention and control of infectious diseases of epidemic and pandemic potential including High Threat Pathogens (HTPs);

(3) Establish and technically oversee regional laboratory expert networks and represent the SEAR in global experts networks highlighting the specifics of the region;

(4) Conduct technical evaluations of laboratory diagnostics, equipment and related consumables on behalf of the WHE;

(5) Support field level laboratory response during outbreaks and pandemics by being deployed to countries for technically supporting them;

(6) Coordinate and assist Member States in implementing WHO Global Strategy for Containment of Antimicrobial Resistance together with other stakeholders of AMR prevention and control with specific focus on laboratory based AMR intervention efforts including overseeing the Regional External Quality Assurance Programme (EQAP) with the WHO-CC in Thailand; and

(7) Any other duties as assigned by RED.

Skills/Eligibility:

Essential

- At least ten (10) years of experience in public health laboratory science in infectious diseases with special focus on, high threat pathogens in diagnosis and/or research including 5 years of international experience.

- Expert knowledge in and using molecular technique for rapid typing, thorough knowledge of microbiological, clinical and laboratory surveillance.

- Previous experience and understanding of infectious disease laboratory diagnostics with focus on HTP related experience in developing countries and management of a national laboratory or network of laboratories are useful.

- Knowledge of diagnosis of communicable diseases control and epidemiology and ability to work with national and international staff as member of the emergency preparedness and response team both in the laboratory setting, field laboratory setting as well as the international advisory and support levels.
Desirable: Proven track record of successfully acting as an international adviser or consultant is an advantage.
