Description:

This position is the appointed administrative officer for the efficient and effective performance of the Public Health and Social Services Department. Is responsible for the delivery of timely consultation, analysis and reports which serve as the basis for sound decisions in the planning, funding and implementation of public health and social services for the County Commissioners and County Board of Health.

A close working relationship is required with other county, municipal, state and federal officials, the local health care and social services community, and other departments within the county.  Responsible for final decisions on personnel actions such as hiring, termination, discipline, and size and composition of work both directly and through delegation to supervisory and management staff.

Assures the efficient and effective utilization of personnel, funds, material, facilities, and time.  Accomplishes short- and long-term planning, implements and maintains sound organizational practices, controls costs and directs all departmental operations.  Assures proper distribution of assets and liabilities, assignment of grants and contracts, and negotiation of agreements with other local governments and state government.

Education

• Master’s Degree in Public Health, Public Administration, or comparable degree; or Bachelor’s Degree involving major studies in public health, nursing, or a comparable degree plus considerable continuing education in the field of public health.

Experience

• Five years of experience providing high-level planning, evaluation, and supervision of public health programs and personnel
• Five years of experience in collaborating with local, regional and state partners in public health including health care and social services providers, business, non-profit organizations, educational institutions, and others
