Salary:        HSC 1:  $3,446 – $4,509 Monthly, DOQ (Range 44) 

                    HSC 2: $4,083 – $5,361 Monthly, DOQ (Range 51)    

                    HSC 3: $4,627 – $6,063 Monthly, DOQ (Range 56)

                    HSC 4: $5,102 – $6,691 Monthly, DOQ (Range 60)

 

These positions will support the agency’s COVID-19 response by supporting public health emergency preparedness and response activities.  This work supports the agency’s Epidemiology and Laboratory Capacity (ELC) grant with the federal Centers for Disease Control and Prevention (CDC).  

 

This Health Services Consultant 1 (HSC 1) position will support the maintenance, operations, and enhancement of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State. This position contributes to the COVID-19 response mission by supporting necessary informatics and data system capabilities needed to support case and contact investigation, surveillance and reporting, outbreak detection and investigation, and other critical mission areas. 

 

The Testing Partnerships Coordinator is a Health Services Consultant 2 (HSC 2) position that reports to the Testing Strategy Lead and will support capacity in COVID-19 response by managing the testing strategy to promote testing access. The intended outcome is to make testing readily available and accessible through identifying testing gaps and promoting access for vulnerable and high-risk populations.

 

The Testing Community Engagement Coordinator is a Health Services Consultant 2 (HSC 2) position that reports to the Testing Implementation Lead and will support capacity in COVID-19 response to implement sample collection and clinical/screening recommendations to improve community access. The intended outcome is to ensure appropriate treatment and broad testing access to minimize community spread

 

The Testing Implementation Lead is a Health Services Consultant 3 (HSC 3) supervisory position will support capacity in COVID-19 response by overseeing staff responsible for implementing sample collection and clinical/screening recommendations to improve community access. The intended outcome is to ensure appropriate treatment and broad testing access to minimize community spread. This position oversees up to three direct reports.  

 

The Health Services Consultant 4 (HSC 4) supervisory position will supervise the System M&O (Maintenance & Operations) team within the System Support Unit, in the capacity of System M&O Supervisor.  The position will support the development, maintenance, operation, and enhancement of data systems and informatics capabilities to address the needs of the Department of Health and in service to the 35 Local Health Jurisdictions, 29 federally-recognized Tribes, and other public health and healthcare sector partners across Washington State. This position contributes to the COVID-19 response mission by supporting necessary informatics and data system capabilities needed to support case and contact investigation, surveillance and reporting, outbreak detection and investigation, and other critical mission areas. 

 

This recruitment will be used to fill positions at each level outlined above.  These positions are full-time, non-permanent, home-based positions that are expected to last up to 12 months from date of hire.  There is a potential for these positions to be converted to full-time, project positions.

 

Positions that do not supervise will be covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative. 

 

Skills/Eligibility:

 Required Qualifications

 

  • Health Services Consultant 1 (HSC 1):  
  • Demonstrated experience using standard office software which includes:

    • Spreadsheet software such as MS Excel to create, modify, print, and format spreadsheets and work with basic formulas, data, and functions.

    • Word processing software such as MS Word to create, format, edit, preview, print, and save documents as well as using standard functions to select, edit, copy, paste, format, create tables, use spell check, and create bulleted and numbered lists.

    • Email software such as MS Outlook to compose and respond to correspondence electronically.

    • Entering, tracking, and monitoring information in a database.

    • Using the internet as a research tool to find and download information.

 

  • Health Services Consultant 2 (HSC 2):  
  • Option 1:  Master’s degree or higher in public health, health care administration, public administration or business administration or an allied field. 

    OR

  • Option 2:  Bachelor’s degree or higher; AND one (1) year of experience working in a health services program.

    OR

  • Option 3:  Two (2) years of experience working in a health services program.

 

  • Health Services Consultant 3 (HSC 3):   
  • Option 1:  Master’s degree or higher in public health, health care administration, public or business administration, or an allied field; AND one (1) year of management or consultative experience in a health services program; and demonstrated experience supervising or leading others.

    OR

  • Option 2:  Bachelor’s degree in public health, health care administration, public or business administration; AND three (3) years of management or consultative experience in a health services program; and demonstrated experience supervising or leading others.

    OR

  • Option 3:  Five (5) years of professional experience working in public health, public policy, business administration, communications, or a closely related field with responsibilities that include leveraging management, operations, analysis and reporting responsibilities; and demonstrated experience supervising or leading others.

     

  • Health Services Consultant 4 (HSC 4):  
  • Option 1:  Bachelor’s degree or higher in social services, public health, public administration, business administration, or related field; AND two (2) or more years of experience supervising professional staff or serving as a team lead including developing work plans, setting direction for work, coordinating work among team members, monitoring performance, and giving feedback to team members.

    OR

  • Option 2:  Four (4) or more years of experience managing or supervising professional staff, preferably in a health-related field.
