High Level Position Summary: The Evaluation Manager is a new role accountable for managing mixed methods data collection, analysis, reporting, and continuous systems improvement projects and initiatives for Help Me Grow Washington. The evaluation manager will evaluate our efforts to grow a multi-sector statewide network of community and health services partners to build and improve systems that support child health and well-being. They will also evaluate WithinReach’s direct service work helping families successfully navigate social and health service systems and access needed resources and supports. Previous experience with Help Me Grow is not required.

The optimal candidate will have some combination of lived experience accessing health and social service systems and/or professional experience in successfully building strong relationships with communities of diverse cultures and identities including, but not limited to; racial, economic, ethnic, language, gender, sexual orientation, and/or immigration status.  This team interfaces with health, social service, and early learning providers. While this position does not provide direct service to families, the Evaluation Manager will facilitate integration of family and caregiver voice in evaluation and quality improvement of Help Me Grow and early childhood efforts.

The specific duties of this position will include:

  • Support data alignment and analysis across the expanding Help Me Grow Washington network to demonstrate collective impact and identify improvement opportunities
  • Evaluate an evolving slate of demonstration projects, replications, and system-building efforts
  • Compile datasets for analysis involving cleaning and integrating data across several platforms
  • Perform quantitative analysis of diverse datasets (large, small, complex)
  • Produce reports for various funders and HMG National Center
  • Collaborate with Operations Manager to identify and support continuous quality improvement projects for the direct service team, including producing timely QI reports
  • Provide thought partnership to Senior Manager of Evaluation and Impact and Help Me Grow team in evaluation design
  • Provide mentorship and guidance to Evaluation Coordinator to produce evaluation reports and products
  • Participate in Help Me Grow Data Action Team
  • Participate in discussions of technology solutions to support evaluation

Examples of projects you may work on:

  • Develop semi-annual Help Me Grow Washington data briefs
  • Quantitative data management and analysis for grant reports and deliverables
  • Literature and data reviews of relevant county, state, and national early childhood metrics
  • Evaluate Help Me Grow demonstration projects and continuous system improvement efforts
  • Design Help Me Grow impact survey of families that have utilized Coordinated Access Points
  • Develop data dashboards for program staff and funders
  • Consult with HMG team and sub-affiliates to build capacity related to data and evaluation
  • Other duties as assigned

This position will be supervised by the Senior Manager of Evaluation and Impact.

Qualifications

Skills and Abilities:

  • 3+ years’ experience in quantitative and qualitative data management and analysis
  • Demonstrated ability to independently manage and analyze data using software such as Domo, Power BI, R, SPSS, or SQL
  • Proficiency in evaluation design principles and analysis methods – survey design and implementation, qualitative and quantitative data collection and analysis, construction of appropriate comparison groups, writing summary evaluation reports, utilizing external data sources
  • Lived and/or professional experience implementing anti-racist evaluation principles and strategies, and ability to guide team members in the design and use of anti-racist evaluation approaches
  • Ability to communicate verbally and in writing to diverse audiences with varying familiarity and comfort with data
  • Ability to work both collaboratively and independently with little direction
  • Flexibility to change course and comfort with ambiguity that comes with a growing initiative and network of partners
  • Experience with non-profit or healthcare data systems, a plus

This position requires access to reliable internet connection, a car and a valid driver’s license and may occasionally require day/overnight travel. Due to COVID-19 all activities will be virtual, and modifications will follow CDC and state health official recommendations.

Additional information

Salary & Benefits: $65,000-72,000 annually DOE (Full time, 40 hours per week/Exempt).  Excellent benefits include fully paid medical coverage, vision and dental for employees and generous coverage for spouses, partners and dependents.  Paid time off and employer matched retirement plan.

Job Location:  All positions are remote with the option of reserving an office or meeting room at the WithinReach office location: 155 NE 100th Street, Suite 500, Seattle, WA 98125. Applicants can reside anywhere in the state of Washington. We are taking the utmost precautions to protect our staff during the COVID-19 pandemic. Once it is deemed safe, this position may include up to 10% travel within Washington State and National Conference.
