I-TECH is a center in the University of Washington’s Department of Global Health. I-TECH has projects in more than 20 countries, and its worldwide staff work in partnership with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners. I-TECH supports development of skilled work forces and overall health systems strengthening with a focus on sustainability and transition to local ownership. The present position focuses on projects and programs related to health information systems strengthening.  One such project is the Technical Assistance Platform (TAP) project, an initiative funded on a five year horizon by the United States President’s Emergency Plan for AIDS Relief (PEPFAR) via the US Centers for Disease Control and Prevention (CDC). TAP is a central CDC mechanism that enables PEPFAR health information system (HIS) stakeholders to collaborate in support of shared, strategic HIS investments and unified development of sustainable solutions and interventions. The overall TAP goal is to implement, monitor, and evaluate HIS solutions in countries to improve patient outcomes and public health response to reduce HIV-related morbidity and mortality in keeping with UNAIDS 95-95-95 targets. I-TECH is a consortium partner to PATH, contributing to TAP work streams including HIS capacity building, HIS cost evaluation, strengthening HIS project management, informatics savvy organization (ISO) assessment, and focal work to support open-source health informatics interventions in Cote d’Ivoire and Haiti.

The Senior Program Manager (SPM), as delegated by the Principal Investigator (PI), works directly with Country Directors/Country Representatives (CD/CR) or grant-specific Program Directors in-country, with funders, and with local Ministries of Health or other stakeholders to effectively design, conduct, and achieve award project deliverables. The SPM assures program and project activities are compliant with award terms and requirements and are integrated and compliant with I-TECH Center financial, operational, and awards management and administration systems. Key responsibilities may include development of program strategies, technical assistance, and planning in response to funder requirements.   The SPM, depending on the size and scope of the grant, may supervise a multi-disciplinary team of technical staff and other administrative/ management staff.  The SPM for Health Information Systems Programs will work closely with the Digital Initiatives Group at I-TECH (DIGI) team to fulfill project and program goals.



Program & Team Leadership
• Work with Country Office leadership, PIs, funders or technical experts in defining grant program or project deliverables, developing project plans and budgets, identifying positive health outcomes, and directing team members in accomplishment of their duties.
• Organize and lead a multi-disciplinary Technical Teams at I-TECH Headquarters, assuring employees with needed technical expertise and specialized skills fully contribute to successful implementation of adopted project plans; achievement of program and project deliverables on time, within budget, and at the level of quality required; and in building local capacity.
• Collaborate with Team Members in identifying opportunities, approaches, and tactics for providing technical assistance and capacity building to the ministries of health and local partners.
• Assess the viability of approaches and activities proposed by stakeholders that may not be strongly supported by accepted theory or experience, advocating for a higher level of technical quality where appropriate.
• Facilitate Technical Team meetings consistent with I-TECH’s Operating Principles and in a manner that sustains Team Member focus, energy and motivation towards program and project results.
• Participate in quarterly Country Stakeholder Group meetings with other PIs, SPMs, and Program Officers.
• May participate in ongoing Country Office leadership activities as a member of a Country Office leadership team and grant management team consistent with program scope.
• May represent I-TECH or the Country Office in meetings with ministry officials, funding agencies, or partner organizations.

Budget Development & Monitoring
• Oversee budget management, M&E, and donor reporting activities of assigned Technical Teams.
• As delegated by PI, responsible for all grants financial and budget performance in country.
• Monitor and review monthly expense reports against adopted budgets; authorizes or recommends the approval of expenditures consistent with adopted budgets and UW, I-TECH, and funder requirements.
• Work with Team members in leading the development of the annual grant budget.
• Prepare and monitor internal budget reports in I-TECH’s financial systems (Host Analytics).  Collaborate with the Country Office to prepare quarterly and ad hoc budgetary reports for stakeholders and funders.
• Analyze monthly revenue and expense reports against budget projections, keeping PI, Country Office staff and Team members apprised of the implications of the program’s financial status on program activities.  Advise and collaborate with Team members in revising project plans and program activities to align with emerging budgetary, cash flow, and funding realities.
• Prepare program monitoring reports to funders in collaboration with Country Office staff.
• Develop workplans and M&E plans for effective implementation and monitoring of grant activities.

Technical Program Oversight
• Monitor project progress against adopted plans and I-TECH standards and Operating Principles, addressing technical, quality and teamwork challenges, as needed, to maintain project momentum.
• Champion the development of team member skills as consultants and technical advisors.
• Network with other SPMs and Associate Director of Global Programs to promote knowledge sharing and learning across teams.

Supervision & HR Management
• Supervise individual Technical Team members, helping them set goals, providing feedback and coaching, and fostering professional growth and development.
• Serve as hiring manager in filling Technical Team
