The Hazardous Waste and Toxics Reduction (HWTR) program within the Department of Ecology is looking to fill an Environmental Justice Planner (Environmental Planner 4) position.
This position can be located at one of the following duty stations:
Headquarters Office in Lacey, WA.
Northwest Region Office (NWRO) in Shoreline, WA.
Central Region Office (CRO) in Union Gap, WA.
Eastern Region Office (ERO) in Spokane, WA.
Richland Field Office (RFO) in Richland, WA.
Vancouver Field Office (VFO) in Vancouver, WA.
Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5,956 - $8,008 per month.

Our Environmental Justice Planner position might be for you! In this role, you would support HWTR in:
- Equitable service delivery.
- Environmental justice strategic planning and practices.
- Title VI nondiscrimination compliance.
The mission of the HWTR Program is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. The HWTR vision is to be national leaders in minimizing and eliminating the impacts of toxic chemicals and hazardous waste.
Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree with a major emphasis in environmental studies, environmental justice and policy, social science, political science, land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Five (5) years of experience in environmental justice and policy, community organizing or engagement, land use, urban, regional, environmental, or natural resource planning, and/or program development.
Experience may include a combination of the following:
- Building and maintaining relationships or engaging with a diversity of stakeholders and people (including historically underserved and underrepresented communities, communities of color, Tribes, Indigenous people, and low-income communities).
- Experience applying or familiarity with practices and policies related to equity, environmental justice, or civil rights.
- Leading change within a complex or contentious environment.
- Communicating technical or legal information effectively to audiences with varying levels of expertise or knowledge of the subject.
Option 2:
A Master’s degree with a major emphasis in environmental studies, environmental justice and policy, social science, political science, land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
Three (3) years of experience in environmental justice and policy, community organizing, land use, urban, regional, environmental, or natural resource planning, and/or program development.
Experience may include a combination of the following:
- Building and maintaining relationships or engaging with a diversity of stakeholders and people (including historically underserved and underrepresented communities, communities of color, Tribes, Indigenous people, and low-income communities).
- Experience applying or familiarity with practices and policies related to equity, environmental justice, or civil rights.
- Leading change within a complex or contentious environment.
- Communicating technical or legal information effectively to audiences with varying levels of expertise or knowledge of the subject.
Option 3:
One (1) year of experience as an Environmental Planner 3 at the Department of Ecology.
Desired Qualifications:

- An understanding of environmental justice research, demographic data, and equity focused assessments.
- Knowledge and practice of collaborative problem solving, conflict resolution, and participatory planning.
- Understanding and confidence discussing environmental and social justice, racism, and social and economic inequalities.
