About Tubman Health 

The Tubman Center for Health and Freedom is a community organization committed to the principles of healing and people’s liberation from systems that make us unwell. We work to advance health justice, culturally appropriate care and integrative medicine. We are a collective of community members laying the groundwork for an innovative community health clinic that specializes in meeting the needs of marginalized communities in Seattle’s Puget Sound region, The Tubman Center for Health and Freedom. Our full Center is slated to open in 2027. 

We are named after the hero Harriet Tubman, who concentrated on both freeing people from systems of oppression that threatened their health as well as providing clinical care for patients as a Nurse in the Union army. We follow this same methodology of addressing health and wellness from both systemic and clinical approaches. Our team has grown in the last three years, starting from an all-volunteer team in our first year to today our team is comprised of 13 staff, 8 core contractors, 12 board members, community health fellows and a host of volunteers. We will keep growing our team to reach our full center operating model of approximately 120 people.

About This Position 

We are looking for an independent, confident, and self-directed Senior Program Manager with a background in Social Work and/or Social Services as well as program development and management. We are currently seeking an experienced leader with high integrity and professionalism. This strategic leader will be responsible for building out our Tubman Guide’s Program; an integral part of the Tubman Center for Health & Freedom’s healthcare model. 

This position will require someone who knows and understands how current healthcare and social services function and is willing to approach the challenge of developing a new, anti-racist, people and justice centered system of care with curiosity, a willingness to learn, imagination and a “can-do” attitude. This position requires a person who has relationships within the local social service sector and has a sense of the services and providers that currently exist within the Puget Sound region. The person who fills this position must also place a high value on the healing benefits of inter-personal relationships, the millennial-old tradition of community health workers, and safety offered through culturally congruent care.

Responsibilities

Program Development & Management 

• Lead the development of systems and procedures for operationalizing program design, implementation and evaluation. 

• Collaborate with colleagues and community members around the design of services to ensure delivery of extraordinary medical care to marginalized community members. 

• Develop and implement program standards and operations. 

• Build and maintain relationships with the local social service agencies and providers. 

• Accountable for tracking quality and performance outcome data.

Recruitment, Supervision and Training 

• Develop training program to prepare and certify Tubman Guides. 

• Build and support a team of supportive, skilled, community-sourced Tubman Guides

Direct Service 

• Support community members with gaining access to resources or specialists as necessary and monitor progress. 

• Gather information and community resources to share and navigate alongside community members. 

• Provide mental health services for a limited number of patients. 

• Document interactions accurately, appropriately and efficiently. 

• Provide guidance and support to assist patients with their health-related needs. 

• Maintain contacts with area social and health service agencies to stay informed of services available and develop new resources; stay informed on new developments and programming.

Team Participation and Other Responsibilities 

• Work with team colleagues to support staff growth, teaming, and communications. 

• Support weekly Tubman Team Meetings (in-person attendance as much as possible), trainings, semiannual team retreats and other organization wide development opportunities. 

• Represent Tubman Health at community events and convenings.

Qualifications: 

• Comfortable developing and executing plans in a fast-paced, ever-changing environment. 

• 10+ years of experience in social work/social services, with at least 5 of those years in a similar senior or leadership role. 

• Very familiar with the Black community of the Puget Sound region. 

• Experience working with our targeted constituents: Black, Indigenous, Brown, Queer, Disabled and otherwise marginalized community members. 

• 5+ years of supervision experience. 

• An unyielding commitment to social justice, Black liberation, Native sovereignty, bodily autonomy and community caretaking.

Compensation: $85,000 - $105,000/ annually, DOE. Medical, Dental, Vision for employees at 100%; dependent coverage at 80%, and retirement benefits. Five weeks of paid time off a year, on top of selected paid holidays, winter and summer breaks, and retirement benefits. Work is in-person in South Seattle, with the option to work remotely one day per week.
