Position Summary
Department of Public Health- Seattle & King County’s Prevention Division is seeking diverse applicants for the Tuberculosis (TB) Program Manager (Health Services Administrator I) position. This position is responsible for the administration and day-to-day management of the TB Program. The clinic is located on the Harborview Medical Center campus. The TB Program Manager will manage or oversee multiple complex functions such as clinic operations, program development, personnel, contracting and purchasing, financial management and budget, information management and staff supervision. The position will collaborate closely with the TB Disease Control Officer and reports to the Prevention Division Director. The TB Program Manager is also responsible for fostering a collaborative, safe and healthy work environment, attending to staff and operational needs.

Background
The program has an annual budget of about $9M and a staff of over 35 talented employees. The program provides TB clinical services, TB surveillance, disease control measures such as case/contact investigations, working with the community to prevent the spread of TB, coordinating care with refugee services, and research projects. The program is required by law to evaluate and treat individuals with infectious tuberculosis and is committed to providing high-quality, patient-centered service. The TB program is organizationally situated in the Prevention Division of Public Health – Seattle & King County. The Prevention Division provides core, foundational public health services and is responsible for protecting the health of the public through controlling the spread of communicable diseases and identifying premature causes of death. The TB Program is one of 6 sections in the Prevention division; the other sections are Communicable Disease, Epidemiology and Immunizations, HIV/STI/HCV Program, Vital Records, the Public Health Laboratory and the Medical Examiner’s Office. The division has over 275 employees and a biennial budget of over $140M.

Work Schedule
Regular business hours, 8:00 am-5:00 pm, Monday -- Friday, with some flexibility and occasional after hours and weekend work. This position is Exempt from the provisions of the Fair Labor Standards Act and ineligible for overtime pay.
Work Location
Most of the work will be performed onsite at the TB Clinic at Harborview, located at 325 9th Ave, Seattle, WA 98104.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Our ideal candidate will demonstrate the following (Minimum):
- Demonstrated knowledge of public health principles, infectious disease and disease control measures for populations who face barriers to healthcare.
- At least three years of experience with managing a public health or related health services program, including some experience in a clinic setting.
- At least three years of experience with supervision of diverse staff, including licensed professional and non-licensed professional staff.
- Demonstrated ability to incorporate principles of equity and social justice into program development and implementation and personnel management
- Working knowledge of principles and practices of human resources and labor relations, employment practices, public policy development, performance improvement coaching, and business productivity.
- Skill and experience with leading teams through change, navigating conflict, building strong teams, and supporting staff professional development and growth.
- Demonstrated knowledge and ability to analyze budgets and manage complex finances in a government setting.
- Knowledge of practices related to project management, organizational design and development, management analysis, and epidemiology.
- Demonstrated ability to develop and manage work plans for a large social service or health care program; work and meet deadlines and time constraints; work on multiple projects simultaneously, problem solve and negotiate for positive results.
- Excellent skill in oral and written communications
- Demonstrated ability to use Microsoft Office 365 applications including Word, Excel, Outlook, Teams, and SharePoint.
