Family Promise of Clark County: Family Promise of Clark County (FPCC) is a non-profit organization that provides a network of support for families experiencing homelessness as they work to achieve and sustain housing. FPCC provides a holistic approach to homelessness including: prevention, diversion and shelter. FPCC’s Shelter Program is provided by working closely with local churches who host its families overnight on a rotational basis. During the day, families reside at FPCC’s Day Center where they receive case management and work through a personalized plan to overcome their barriers to housing. FPCC uses a trauma-informed care approach that promotes safety, healing and empowerment where our families feel protected, respected, and have control over their success. FPCC has a small staff along with many volunteers.

Overview:  FPCC is seeking a motivated, self-starter with a passion and heart to assist families in crisis. The Shelter Program Manager will oversee and manage all aspects of FPCC’s Rotation Shelter Program, Day Center operation, Host Church coordination and continued support after a family leaves the rotation program. As the Manager for these programs, this position is responsible for the day-to-day operations as well as the long-term strategies for the development of FPCC’s Rotation Shelter Program. In addition, the position will work directly with FPCC families conducting comprehensive needs assessments, developing personalized case plans, coordinating access to various support services like housing assistance and employment training. Using a trauma informed approach, the Shelter Program Manager demonstrates compassion, empathy and builds trust to help families understand and access services identified in their personalized Case Management Plan with the ultimate goal of helping them become permanently housed. Often the position will need to advocate for the family’s needs to achieve long-term stability and housing placement.

The Shelter Program Manager reports directly to the Executive Director. The position will work collaboratively with other staff members, and a variety of organizations, and volunteers. This position has potential for growth as FPCC’s programs and services expand may lead to a managerial or supervisory role. 

Schedule:  Full-time, 40 hours per week, nonexempt position with flexible schedule, requiring weekend and evening availability. Will have on call duties.

Wage and Benefits: $26.00 - $30.00 per hour, plus healthcare and retirement benefits. Wage commensurate with education and experience.

Work Location: Offices and Day Center located in Battle Ground, Washington with limited travel required throughout Clark County. FPCC has future plans to move to Vancouver, Washington within the next year.

Responsibilities:

Develop and implement comprehensive program plans, including Standard Operating Procedures, for the Rotational Shelter Program and the Day Center. 

Create annual schedule for Host Churches and communicate with Church Volunteer Coordinators to arrange transportation, disclose families’ specific needs, secure supplies and conduct annual reviews.

 

Recruit, assemble and train team of Church Volunteer Coordinators, assigning tasks, monitoring progress, addressing problems, addressing challenges, resolving issues to achieve program objectives and achieving alignment on next steps. 

 

Collaborate with Host Congregations to manage expectations, communicate program information effectively and celebrate successes.

Conduct initial interviews with pre-screened homeless families to gather detailed information about their needs, including housing situation, financial status, mental health, substance abuse history and barriers to employment.

Create individualized case plans based on client assessments, outlining specific goals, and timelines for achieving housing stability. 

Conduct follow up and continued case management to families who have graduated from the Rotational Shelter Program.

Guide families through the application process for employments, housing and benefits like TANF and utility assistance.

Manage program budget, ensuring cost-effectiveness and adherence to financial guidelines. 

Identify opportunities to streamline processes, enhance program effectiveness and implement best practices.

Prepare regular reports, analyze data and present findings to the Executive Director to inform decision-making and support fundraising efforts.

Skills/Eligibility:

Qualifications:

  • Bachelor’s degree in social work, human services, or a related field required. Master’s degree in social work, human services or a related field preferred.  Experience working with low income, homeless populations, children or a diverse community.
  • Expected case-management skills include trauma-informed care and a strength-based approach with the ability to conduct needs assessments, develop case plans and effectively manage up to 15-20 caseload but never more than 4 families in Shelter Program at one given time.
  • Proficiency with computer software, including Microsoft Office applications and Google Suite. Experience with HMIS reporting a bonus. 
  • Demonstrated track record of successfully coordinating and delivering projects on time and within budget.
  • Demonstrated ability to motivate and manage individuals, teams or groups.
  • Demonstrated ability to work and effectively communicate with diverse organizations and groups including management, team members, volunteers, and community partners.
  • Ability to obtain and leverage knowledge of community resources, including housing programs, employment services and other services available to low-income homeless individuals.
  • Must be detail oriented, execute projects in a fast-paced, often pressured environment; able to prioritize, problem solve, self-manage and work independently.
  • Must be flexible and react to change in a positive and productive manner, and possess a can-do, figure-it-out attitude often for unique situations not covered by FPCC policies or procedures.
  • Must be enthusiastic, display good judgment, take initiative, and help families achieve positive outcomes.
  • Must have a valid driver’s license, pass a criminal history check and pass drug screening test.
