Deputy Director - Northwest Portland Area Indian Health Board (Job)

The Deputy Director (DD) is an executive-level position that acts as the second-in-command to NPAIHB’s Executive Director (ED), and is primarily responsible for overseeing day-to-day operations, managing staff, implementing policies, and ensuring the organization achieves its goals. This position provides high-level support and leadership to the ED, including stepping in to represent the ED as needed (should they have scheduling conflicts or otherwise be unavailable).
The DD supports the ED in leading NPAIHB’s Management Team. The DD must have strong decision-making skills, consistently exercise sound judgment, have excellent working knowledge of operational functions and needs, use critical thinking to parse through and solve complex problems, and an ability to build rapport and collaborative relationships across all levels of the organization.
Executive Division Excellence and Success
- Engages in operational management best practices in the oversight of daily operations across divisions and teams within the organization, while ensuring smooth workflows, and adherence to established policies and procedures
- Creates and maintains an organizational culture of professional excellence, integrity, and rigor
- Collaborates with the Executive Director in a variety of essential strategic planning activities, such as developing and/or executing strategic plans, policy priorities, and organizational goals and objectives
- Provides budgetary oversight by assisting in the development and ongoing monitoring of the organization’s budget, determining long- and short-term budgetary needs, comparing actual expenditures against the approved budget, and upholding general cost-effectiveness standards
- Oversees the development of organization-wide policy and procedures, and effectively manages the implementation of new policies and procedures
- Leads and manages a team of division directors by employing goal-centered and supportive approaches to keep staff motivated and focused
- Oversees major projects and associated contracts, while ensuring projects are completed in a timely and successful manner, and in alignment with NPAIHB’s strategic plan, policy priorities, and organizational goals
- Engages and supports staff in project management for effective monitoring of all project work plans and timelines
- Promotes collaboration and compliance between projects, partners, and funding agencies to meet all goals and objectives for each grant’s fiscal period and the larger strategic plan of the NPAIHB
- Builds and maintains relationships with key NPAIHB stakeholders, including the Northwest Tribes, regional and national Tribal organizations, government agencies and partners (at the federal, state and local level), and private funders
- Clearly and professionally communicates regular updates to the Executive Director and staff on operational progress of the strategic plan, budget goals, and the rollout of policies (including the preparation and presentation of agendas, reports, and associated materials)
- Cross-communicates with other divisions within NPAIHB to de-silo information and engage teams of professionals in training and technical assistance which enlighten Tribal health staff on culturally appropriate prevention and treatment strategies
- Guides and supports leadership as they navigate managing changes related to decisions or policies/procedures which impact staff and/or operations
- In crisis situations, acts as a key decision-maker while providing leadership and guidance to the Executive Director and Management Team
- Attends and provides assistance as needed to NPAIHB Quarterly Board of Directors Meetings (QBMs), including event planning, support, and close-out/follow-up activities
- Represents the NPAIHB and its projects at state and national meetings, conferences, events, and workgroups as needed
Serves as a Member of the NPAIHB Management Team*
- Participates in and supports all NPAIHB planning activities - both institutional and programmatic, including strategic planning
- Works to make efficient use of all human and financial resources, integrate programs and services, and have effective coordination of organizational priorities
- Works collaboratively to create an organization that is proactive and able to process decisions, authorizations, transactions, and services effectively, efficiently, and consistently
- Monitors and reports on program accomplishments, workload trends and needs, and unmet needs
- Participates in the review and development of NPAIHB policies and procedures
- Brings concerns or issues raised by direct reports and/or other staff to the Management Team, as well as proposed solutions, for discussion at Management Team meetings
- Provide updates to the Executive Director and/or Board of Directors and its Committees as requested by the Executive Director
- Assist with special projects as assigned by the Executive Director or designee

Supervisory Responsibilities
- Supervises division director staff, including assisting with hiring, preparing performance evaluations, reviewing work plans, and assigning and reviewing new projects
- Prepares and manages contracts and workload with outside consultants
- Evaluates and coaches the performance and expectations of all staff and contractors, including identifying and coordinating training and professional development needs
- Ensures that staff and contractors are following organizational policies, procedures, and directives, and requirements of NPAIHB partnering agencies and other relevant parties
- Completes staff performance evaluations within 30 days of employee’s anniversary date, and within 30 days of the completion of employee’s six-month probationary period (as applicable)
- Works in collaboration with Executive Director and Human Resources on staff disciplinary procedures as outlined in the Program Operations Manual
Administrative and Reporting Functions
- Ensures division directors successfully prepare and submit all required project reports
- Drafts and/or reviews project-related external contracts
- Engages staff in the collection of pertinent data to meet reporting requirements as needed
- Oversees budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies
- Maintains well-organized filing systems for all required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
- Prepares and reviews reports for NPAIHB Delegates (for Quarterly and ad hoc Board Meetings), the Executive Director, funding agencies, and other stakeholders as appropriate
Skills/Eligibility:
Minimum education required*:
- Master’s Degree in Public Health, Public Administration, Business Administration, Management, Tribal Administration/Governance, or related field
- *A Bachelor’s Degree plus a minimum of ten (10) years of demonstrated, progressively responsible, experience in Tribal public health administration and (or related areas) in a senior leadership role may serve as an acceptable substitute
Experience
Minimum experience required:
- At least seven (7) years of demonstrated, progressively responsible, experience in Tribal public health administration (or related areas) in a senior leadership role
- Direct experience as a mentor, and orientation toward mentorship
- Preparing written reports
Additional experience preferred:
- Direct professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
- Direct experience working with Northwest Tribes
Required Knowledge, Skills, and Abilities
- Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in activities
- Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other relevant Tribal healthcare policies, laws, and entities
- Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
- Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
- Excellent research and analysis skills
- Excellent interpersonal skills
- Must be sensitive to cross-cultural differences, and able to work effectively within their context
- Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
- Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings
- Ability to complete tasks in a timely and accurate manner
- Ability to travel occasionally (approximately 10% of the time)
