The Community Employment Program (CEP) is a self-funded program within Student Support Services at Shoreline Community College. The Program is dedicated to serving students with disabilities and aligns with the College’s mission to deliver accessible, high-quality education and workforce training that empowers all students to achieve success. CEP supports participants by providing individualized assistance tailored to their unique pathways to employment. Reporting to the Dean of Student Support & Success, the Community Employment Program (CEP) Program Manager provides leadership and administrative direction to CEP as a part of the Student Services Division. Primary responsibilities include the following:
- Lead unit in providing comprehensive services to assist individuals with disabilities in their unique pathway to employment. Directly provide service to caseload of participants.
- Ensure compliance with contracted services with King County Developmental Disabilities and Early Childhood Supports Division through the State of WA Developmental Disabilities Administration (DDA). Manage and maintain King County Individual Employment Provider Contract requirements, including hosting biennial monitoring visits.
- Maintain the Commission of Accreditation on Rehabilitation Facilities (CARF) standards and lead CEP through the accreditation process every 3 years.
- Manage and maintain a School To Work Contract through King County.
- Manage and maintain Division of Vocational Rehabilitation (DVR) Contract requirements.
- Manage and supervise daily activities of the Community Employment Program.
- Coordinate, communicate, and oversee workflow and tasks of the Community Employment Program.
- Prioritize and allocate resources; utilizing qualitative and quantitative data, conduct assessment, reviewing and evaluating unit services, to ensure quality delivery and outcomes.
- Supervise staff; recruit, train, coach, and ensure performance.
- Prepare or oversee the preparation of program reports, written correspondence, presentations, or other materials; direct the maintenance of working and official files. Maintain participant records and their retention in compliance with federal, state, accreditation, agency, and/or College guidelines, including FERPA.
- Prepare and administer CEP budget, including revenue and expense projections, and determination of staffing and operational requirements; approve and monitor expenditures; ensure proper and timely invoicing and monitor receipt of revenues.
- Represent CEP within the College, in the community, in professional organizations, and with local, state, and federal associations and agencies. Conduct / direct outreach efforts as appropriate to promote CEP and develop job opportunities/placements for participants.
- Participate in the development, implementation, administration, and interpretation of policies and procedures; implement changes as required and resolve issues as applicable.
- Manage the applicable provisions of negotiated employees’ collective bargaining agreements.
- Keep current with laws, regulations, and technology that affect CEP and Student Services.
- Collaborate with other department managers to support Student Services division; work as a team player, appropriately exhibiting a positive attitude and sense of humor. Participate and contribute as member of Student Affairs Leadership Team.
- Promote an environment supportive of the College mission and vision, student centered services, and inclusive excellence.
- Be a liaison to Shoreline School District’s High School Community Based Transition Program for the College.
- Serve on committees, attend meetings, and support other College initiatives, as designated.
- Participate in professional development as appropriate/designated, at the College and through professional associations or other opportunities.
- Perform other duties as assigned (of a similar nature or level).
