Description:
PURPOSE OF THE JOB: Plans, develops, administers, and evaluates programs designed to promote Environmental Health through the science and practice of preventing human injury and illness by identifying and evaluating environmental sources and hazardous agents and limiting exposures to hazardous physical, chemical, and biological agents in air, water, soil, food and other environmental media or settings that may adversely affect human health.
ESSENTIAL FUNCTIONS:
1. Plans and directs comprehensive Environmental Health (EH), Remote Maintenance Worker (RMW), and Injury Prevention (IP) programs.
2. Oversees the implementation of Environmental Health programs directed at Village Environmental Health encompassing Water, Wastewater, and Solid Waste Systems and Facilities, Air Quality, Pollution Prevention, Vector Control, Rabies Prevention, Village Health Clinics, Village Educational Facilities and other community-built environments.
3. Directs the RMW program directed at community water and wastewater system operations and maintenance, water operator technical assistance, utility operator trainings, and emergency response.
4. Manages the Injury Prevention Program including: Bristol Bay Region severe injury surveillance, development of community based IP activities, developing collaborative efforts, and the design and implementation of unintentional injury interventions targeting the leading causes of injury in Bristol Bay.
5. Advises VP of Facilities and Support Services and Environmental Health Department personnel on all matters relating to environmental health conditions and develops program plans.
6. Conducts Village Health Clinic surveys consistent with village based Indian Health Service (IHS) lease and ANTHC Village Clinic Guidelines. Provides recommendations to obtain compliance with the guidelines. Environmental Health Department Manager Job Description
7. Develops, tracks, and monitors grants to support the Environmental Health Department’s programs.
8. Maintains current EH Department Grants. Including but not limited to: Remote Maintenance Worker (RMW), Environmental Protection Agency (EPA) Indian Environmental General Assistance Program (IGAP), Water Operator Training, and Tribal Injury Prevention Cooperative Agreement (TIPCAP) grants.
9. Directs epidemiological investigations of environmentally related disease outbreaks and conditions.
10. Provides technical advice and assistance to village sanitary infrastructure operation and maintenance organizations.
11. Promotes the formation of operation and maintenance organizations in those communities where such do not exist.
12. Participates on statewide advisory/public policy steering committee representing regional and corporation environmental public health interests.
13. Coordinates Environmental Health and RMW capacity development training sessions for village-based utility staff.
14. Maintains a State Certified Drinking Water Lab within the EH Department functions.
15. Performs other duties as assigned.
Skills/Eligibility:
QUALIFICATIONS:
- Bachelor’s degree with major study in Environmental Health or academic field relating to biological science, engineering, clinical, or general science. At least five (5) years of experience in the performance of environmental health or related activities.
- Master’s degree (e.g., MPH, MSPH, MS) or equivalent in related field is preferred and may substitute for equivalent experience.
- Supervisory and grant administration work experience required.
- Registered Environmental Health Specialist (either National Environmental Health Association or a current state registration) required.
