Description:

In this role, you will lead and manage litter cleanup operations throughout the Central Region, including oversight of the Ecology Youth Corps and the Community Litter Cleanup Program. You will supervise 3 to 10 crew supervisors and oversee up to 80 crew members, ensuring safe, effective, and efficient field operations. Key responsibilities include managing a fleet of vehicles, ensuring employee safety, delivering staff training, and administering grant funds in coordination with local governments and other interested parties. 

 

Because this position involves interviewing and hiring youth ages 14-17 to work on litter crews during the summer months, the successful candidate must pass a background check upon hire and annually thereafter.

 

What you will do:

  • Supervise multiple crew supervisors and litter crew members responsible for litter pickup on state highways.
  • Recruit, interview, and hire litter crew supervisors and crew members.
  • Ensure safe crew practices, provide adequate training, and manage the vehicle fleet.
  • Oversee the administration of grant funds to local governments and other interested parties.
  • Develop work plans and policies at the regional level and coordinate with counterparts statewide.
  • Provide recommendations to supervisor and direction to crew supervisors and crew members.

This position offers an in-training plan and may be filled at the Natural Resource Specialist (NRS) 4 or 5 level, depending on your qualifications. If you qualify at the NRS4 level and are hired, you will progress through an in-training plan to become a NRS5 within a specified time period.

Required Qualifications:

 

At the Natural Resource Specialist 4 level (In-Training)

Pay Range 57, $5,241 - $7,043 monthly

Seven (7) years of experience and/or education as described below:

  • Experience in environmental analysis, control, planning, community outreach, or supervisory experience. 
  • Education involving a major study in an environmental, physical, or natural science, planning, business administration, or closely allied field.

 

Examples of how to qualify:

  • 7 years of experience.
  • 6 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 5 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 4 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 3 years of experience AND a Bachelor’s degree.
  • 1 year of experience AND a Master’s degree or higher.


At the Natural Resource Specialist 5 level (Goal Class)

Pay Range 60, $5,643 - $7,589 monthly

Eight (8) years of experience and/or education as described below:

  • Experience in environmental analysis, control, planning, community outreach, or supervisory experience. 
  • Education involving a major study in an environmental, physical, or natural science, planning, business administration, or closely allied field.

 

Examples of how to qualify:

  • 8 years of experience.
  • 7 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 6 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 5 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 4 years of experience AND a Bachelor’s degree.
  • 2 years of experience AND a Master’s degree or higher.

 

 

Special Requirements/Conditions of Employment: 

  • Must pass annual Washington State Criminal History Background check.
  • Must possess and maintain a valid driver’s license with a good driving record.

 

 

Desired Qualifications:

  • Working knowledge of guidance documents used by Ecology and OFM for the administration of grants and loans. Able to answer questions concerning appropriate accounting procedures and use of government funds. 
  • One year experience working with or supervising youth and/or adults. 
  • Knowledge and experience with litter pick up programs as well as solid waste management.
