Description:

The Site Safety Health Officer (SSHO) will serve on the USACE project at Fort Greely, AK. The SSHO is responsible for safety oversight and safe execution of all work in compliance with all corporate, federal, state, and site safety requirements. The SSHO is required to be on site at all times during construction activities, overseeing and ensuring safe working conditions for all personnel, including subcontractors, the client, end users, and visitors. The SSHO works with program and project staff to maintain site-specific Accident Prevention Plan (APP)/Site Safety and Health Plan (SSHP) and develops activity hazard analyses (AHAs) for all features of work for the project.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Conducts and/or participates in corporate and project-related training, safety meetings, and inspections and serves as a Competent Safety Person.
  • Monitors safety and health regulations and provides technical support to project team to ensure compliance with DOD, USACE, EM 385-1-1, OSHA, other federal, and AKOSH safety and health regulations.
  • Supervises safety of all field activities, to include in-house and subcontractor trades, and coordinates site logistics.
  • Implements site safety and emergency plans.
  • Coordinates with subcontractors in timely development of AHA and control measures for scopes.
  • Performs daily safety inspections and reporting of inspections.
  • Prepares daily reports, job diaries, narratives, and all other documentation as determined by the company and by the project needs.
  • In conjunction with project manager and corporate safety, investigates near misses, accidents / incidents, identifies root causes, identifies lessons learned, reports on the causes and solutions to ensure countermeasures are implemented in a timely manner.
  • Ensures subcontractor personnel attend daily safety and preparatory meetings and are aware of contract and corporate project safety requirements.
  • Documents all training, inspections, and safety meetings.
  • Conducts project-specific safety orientations for visitors, new hires, and subcontractors, communicating and supporting a proactive culture of Safety.
  • Participates and facilitates safety lessons learned.
  • Enforces all regulatory, base, and company specific safety rules.
  • Implements and documents site safety inspections and monthly equipment inspections.
  • Ensures equipment and other project resources are inspected, meet APP safety requirements, and adequate to meet the intended function for the project.
  • Exercises authority to stop work for conditions adverse to quality or safety.

Skills/Eligibility:

MINIMUM QUALIFICATIONS:

Education and Experience
:

  • High school diploma or GED.
  • Five (5) years of consecutive construction industry or federal safety experience in overseeing general construction (managing safety programs or processes or conducting hazard analyses and developing controls), preferably with USACE construction projects.

– OR –

  • 4 years of consecutive construction industry or federal safety experience combined with a third-party ANSI or NCCA safety and occupational health certification.
  • OSHA 30-hour Construction Health and Safety Certification, current within the last 5 years.
  • CPR – First Aid certification.

Skills and Abilities:

  • Working knowledge of Federal and AKOSH safety and health regulations and USACE EM385-1-1 safety requirements and standards, as well as applicable consensus standards (NFPA, NFPA70e, NEC) as they apply to the project.
  • Ability to work effectively with a wide variety of construction personnel, professionals, as well as corporate management and staff and outside business associates.
  • Good organizational, follow-up and detail-oriented skills; must be able to manage multiple project tasks and deadlines.
  • Ability to make decisions, solve problems and exercise good judgment; ability to work under pressure and prioritize workload.
  • Good oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills.
  • Ability to quickly become familiar with new industry and regulatory information and apply such information to risk management and safety programs.
  • Must be able to think strategically and anticipate risk management and safety trends and issues.
  • Must possess a working knowledge of Adobe, Microsoft Excel, Outlook, PowerPoint, and Word.
  • High level proficiency of written and verbal communication required. Must be well organized and be able to work independently with minimal direction.
  • Must have a good understanding of applicable construction laws for local, state, and federal regulatory requirements.

Special Requirements:

  • Valid Driver’s License compliant with REAL ID ACT.
  • Must be able to pass company pre-employment and Government NCIS background checks and drug screening.
  • 40-hour EM 385-1-1 course/certification or ability to obtain at the time of hire.
  • Documented safety training of at least 8 hrs. per year over the last three (3) years.
  • An average of at least 24 hours of formal safety training each year for three (3) years.
  • Training to serve as a Competent Person in the following safety areas relevant to construction projects (at least 4 areas of competence):
  • Excavation/trenching; Scaffolding; Fall Protection; Confined Space; Health Hazard Recognition, Evaluation/control of chemical, physical and biological agents; and Personal Protective Equipment (PPE) and Clothing required; Rigging/securing loads, etc.

PREFERRED QUALIFICATIONS:

  • Certifications such as CSP, ASP, CIH, OHST, CHST and CMSP are preferred.
  • HAZWOPER – Hazardous Waste Operations and Emergency Response certification preferred.
  • Safety experience on USACE projects is highly preferred.
  • Associate or bachelor’s degree in Occupational Safety and Health, Construction Management, or a related field preferred.
  • Local Hire preferred.
