Description:

ESSENTIAL FUNCTIONS:

  • Coordinate, maintain, and update the citywide employee Accident Prevention Program and related safety programs and policies, including, but not limited to, Hearing Conservation, Respiratory Protection, Hazard Communication, Confined Space Entry, and Electrical Safety to ensure city and departmental compliance with applicable safety laws, regulations, and other legal requirements.   
  • Organize, coordinate, develop, and/or conduct safety training courses; may provide consultation for department or division-specific training as requested.
  • Provide assistance in the development, implementation, administration, and review of safety and risk management policies and procedures.
  • Coordinate the citywide Central Safety Committee.
  • Oversee the Driver Safety Program, including monitoring of motor vehicle records (MVRs).
  • Coordinate the city’s alcohol and drug testing program as the Designated Employer Representative (DER) for employees whose position requires a Commercial Driver’s License (CDL). 
  • Oversee employee hazard, incident, and injury reporting via the online system; maintain OSHA 300 log and Sharps injury log. 
  • Conduct safety audits and evaluate work sites for employee safety and compliance with federal, state, and local laws; recommend corrective actions for detected hazards and unsafe working conditions.
  • Evaluate incident and injury records and data to determine financial impact; complete post-incident investigations into serious incidents and near-miss occurrences. 
  • Establish and maintain evacuation plans for all facilities, train Emergency Team Leaders in evacuation procedures.
  • Assist with administration of the city’s insurance programs such as liability, property, and automobile physical damage; act as city’s liaison with third party administrators to provide research and information.
  • Assist with the determination of insurance requirements for special events and make recommendations for compliance with legal codes, regulations, and insurer recommendations.
  • Assist with restitution requests and claims to recover funds owed to the city; assist with maintaining claim and lawsuit files within the online system.
  • Act as Risk Manager in the manager’s absence, as assigned.

  • Participate in and help provide cross-training in processes as directed by management to ensure a well-rounded team for coverage purposes.

  • May be assigned to support City priorities during emergencies.

Skills/Eligibility:

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

  • Bachelor’s degree in safety, Risk Management, Industrial Hygiene, or a related field.
  • Minimum 2 years of safety or risk management experience in workplace safety, loss control, risk assessment, Property and Casualty self-insured programs administration, or other related experience.
  • Or minimum 6 years of relevant education and experience.
  • Associate Safety Professional (ASP) or higher safety credentials, or its equivalent.
  • Valid driver’s license.
  • Successful passing of a required driving record check.
  • Successful passing of a required background check.
