Job Responsibilities

 

Regularly conducts safety audits on work operations within the District looking for improvements and compliance of federal, state and Department of Transportation policies in maintenance and construction units. Inspect units to ensure that all facilities and equipment within the District are in compliance with all regulations. Inspects electrical systems, machine guarding, flammable storage. hazardous waste and disposal, storm water, spill prevention, control and countermeasures plan, Commercial Driver’s License pre-tripping of equipment.

Reviews regulations from OSHA, DHEC, Fire Codes, etc. Interprets regulations and prepares an outline for training appropriate employees. Develops lesson plans on the regulations to ensure that employees performing different tasks are taught in a manner suitable to their tasks. Teaches trainers in the county unit areas that are appropriate. Coordinates classes in every county to ensure that employees are properly trained and that the training is in compliance with OSHA, DHEC, etc. Training includes blood borne pathogens, defensive driving, confined space for specialty crews, work zone traffic control, personal protection equipment, excavation, confined spaces, equipment safety and environmental issues.

Monitors and reports all employee accident/injuries with the District, makes recommendations to management to prevent reoccurrences and works with injured employee and management to encourage an early return to work. 

Coordinates and monitors safety training programs with county trainers in the areas of Hazardous Communications, First Aid, CPR, chain saw, etc. Conducts safety meetings in the county and/or advises Resident Maintenance Engineers on subjects to be discussed. Provides materials to be used for meetings, etc. Conducts question and answer sessions during safety meetings in order to answer specific questions employees may have regarding their job duties.

Oversees counties during random controlled substance and alcohol testing procedures. Performs special projects in safety as requested by District Engineering Administrator, provides research, formulates plans, trains and follow-up to ensure that goals are met. Coordinates health and wellness program within the District. Performs other related duties as assigned.

Skills/Eligibility:

Minimum and Additional Requirements

 

A high school diploma and four (4) years of experience in occupational safety or industrial hygiene programs. A bachelor’s degree in public health, or a related field may be substituted for the required work experience. A valid motor vehicle operator’s license is required.


The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing. Kneeling, pushing, pulling and grasping. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain and working in close proximity to motoring traffic and natural environmental hazards. This position requires working in an office environment, warehouse environment, and/or outside in all weather conditions. May be required to work outside of normal scheduled work week, especially during inclement weather and/or other departmental-related emergencies. Requires travel as needed and assigned.
